CITY OF SAN FERNANDO — A 37-year-old Bulgarian national was arrested by the police Wednesday last week for allegedly attempting to skim numbers of ATM cards from a bank ATM machine in Barangay Dolores here.

A report from the city police said suspect Ivaylo Sashov Galabov was found in possession of 103 ATM cards, a laptop, a so-called “point of sale” terminal which is used for cloning ATM cards, and cash worth $1,000.

He remained jailed at the local city jail as police prepared charges of violation of Republic 8484 or Access Devices Regulation Act of 1998.

The city police were still questioning Galabov yesterday to find out if he was in cahoots with other people, as they noted that it was in the same vicinity that three foreigners were also caught skimming an ATM machine in July last year.

The three foreigners — Radu Minodor Sandor, 43, a Nicaraguan; Marcu Bogdan, 26, an Italian; and Petro Ioan Uveges, 44, a Romanian, were similarly charged although it could not be confirmed immediately whether they had posted bail. Uveges had a Hungarian passport bearing the name Balazs Varga and was known to be married to a Filipino woman with whom he had two children.
