The Presidential Anti-Corruption Commission (PACC) launched OPLAN: Check Rattle and Roll to scrutinize the Statement of Assets, Liabilities and Net Worth (SALNs) of all Presidential Appointees under President Duterte’s administration and investigate if there are unexplained wealth accumulated since 2016.
The PACC headed by Chairman Atty. Fortunato Guerrero, along with Commissioners Atty. Yvette Contacto, Atty. Jesus Hinlo, Jr., Atty. Rickson Chiong, Atty. Baldr Bringas, Executive Director Atty. Irene Chu and all PACC officials submitted their SALNs to the Investigation Service for scrutiny as they launched the OPLAN: Check, Rattle and Roll.
In a press conference, Guerrero explained that the Commission will conduct a motu proprio review and Check the SALNs of all Presidential Appointees from 2016 to 2021 and determine who among have increases in net worth which are directly disproportionate to their lawfully declared and known sources of income, indicating the possibility of unexplained wealth and unjust enrichment while in public office.
Rattle, is to remind Presidential Appointees and other government officials of the President’s clarion call to rid the government of corruption.
Roll that if there are enough evidence of unexplained wealth or unjust enrichment on the part of any Presidential Appointee, a more in-depth or further investigation for possible violation/s of pertinent laws such as; R.A. No. 6713, R.A. No. 3019, R.A. No. 1379 (Asset Forfeiture Act), R.A. No. 11521, R.A. No. 9160, and the 2017 Rules on Administrative Cases in the Civil Service.
After due investigation, and the findings are proven to be true, they will file a Report-Recommendation to the Office of the President and/or to file the appropriate administrative and criminal charges against the Presidential Appointees concerned before the proper venue.
With this, PACC also launches #BANTAYPENGE requiring all Project Kasangga frontline agencies and members of the National Anti-Corruption Coordinating Council to link their established Complaint Center Hotlines with the Commission’s Command Center Hotline for a streamlined response and monitoring of concerns on graft and corruption.
And also the PACC HIGH IMPACT CASE INVESTIGATIONS focusing and centering the investigations being conducted by the Commission to complaints, concerns, and reports that have substantial effect to public service and will ensure that Presidential Appointees are in line with the President’s fight against corruption.
Guerrero assures the public that the PACC will perform it’s duty even up to the last day of Duterte Administration as part of it’s commitment to fight graft and corruption in the government.
