RHPU regional chief Senior Superintendent Edgardo Tinio attributed this to the police’s strict implementation of the “no plate, no travel” policy initiated by Central Luzon police director Chief Superintendent Arturo Cacdac.
“Last year from January to April, we had 35 cases of theft of motor vehicles, including motorcycles. This year over the same period, only 28 such cases have been reported,” Tinio said.
“RHPU plays the lead role in the anti-carnapping, anti-hijacking and anti-highway robbery as directed by Cacdac under the no plate, no travel policy,” he added.
Tinio said that the policy is also in line with the directive of Chief Superintendent Orlando Mabutas, director of Highway Patrol Group national headquarters to “minimize if not eradicate carnapping incidents.”
He said that his office has recovered so far this year 25 motor vehicles, including six covered by HPG alarm numbers, 10 covered by radio voice or flash alarm , two on HPG order list, six with tampered engine and chassis numbers and one turned in by a “local territorial police unit”.
Tinio also said that a mayor of Zambales whom he did not identify, was one of 11 suspects now charged with carnapping in Central Luzon. Some of the suspects were also charged with estafa in connection with their carnapping cases.
