CLARK FREEPORT – Clark Development Corp. president-CEO Noel F. Manankil has resigned, reportedly for “personal reasons.”
A CDC source said Manankil tendered his resignation “effective Oct. 31, 2020” at the Office of the President, Malacanang “recently.”
“He would like to go quietly,” said the source.
Manankil’s resignation only came into the open with a memorandum dated Oct. 22 from CDC Board of Directors chairman Jose P. De Jesus naming Engr. Mariza O. Mandocdoc as officer-in-charge of the state-owned corporation in the wake of Manankil’s resignation. Mandocdoc is CDC vice president for administration and finance.
The memorandum was addressed to Clark locators and CDC employees.
Manankil was appointed by President Duterte to the CDC presidency in late 2016, after serving as OIC and concurrent VP-admin and finance when his predecessor Arthur P. Tugade was named transportation secretary.
A “homegrown boy,” Manankil started working at the CDC in Jan. 1996 as financial analyst for the corporate planning department, and from there steadily rose in the organization as internal auditor, assistant manager, and then as OIC for administration and finance, raised to the level of vice president in 2001 by then CDC president Emmanuel Y. Angeles.
“If you ask long-time CDC employees of their favorite CDC president, Sir Noel would make it to the Top 2,” said the CDC source.
Mild-mannered and soft-spoken, Manankil is quietly known as “Mr. Congeniality” among Clark locators and investors.
Manankil, a bachelor, is also well-loved in the Metro Clark communities of Porac, and the cities of Mabalacat and Angeles in Pampanga, and Bamban and Capas in Tarlac, for the corporate social responsibility programs he initiated to as fare as the upland indigenous people’s communities.
A Kapampangan from Angeles City, Manankil was an accounting professor at the Holy Angel University. He has a BS Commerce, Major in Accounting degree from the De La Salle University in Manila.
