CITY OF SAN FERNANDO – Top lawyers in Pampanga have organized a symposium on the 2010 automated elections, inviting Commission on Elections (Comelec) officials as speakers.
Disclosing this to Punto Central Luzon, Integrated Bar of the Philippines (IBP) Pampanga Chapter past president Atty. Maria Imelda “IQ” Tuazon said their group’s symposium will be held at the Mimosa Convention Hall at the Clark Freeport on December 17.
Tuazon, IBP-Pampanga ex-officio director, is the host of the whole day event which will start with the registration of participants at 7:30 a.m.
“People from all walks of life, including journalists, are invited to attend as this program will make us better understand automated elections,” she said.
“We can achieve what’s good for the community if we understand what’s happening around us,” added Tuazon, who is also a television talk show host.
IBP-Pampanga director Atty. Angelo “Pinggoy” Lopez disclosed that Comelec Election Officer IV, Atty. Election Elaisa S. Sabile-David of the City of San Fernando will be the guest speaker.
He added that Ferdinand D. Rafanan, director IV of the Comelec Law Department, will give the lecture on the automated elections set to be used in May 2010 national and local elections.
The topics to be discussed are: Detecting and Preventing Fraud in Automated Elections; Automation Scenario; May 10, 2010 National and Local Elections; Republic Act. 9369 (Source Code); Campaign Finance Rules Disqualification; Demonstration; and the Precinct Count Optical Scan Machine.
Participating in the discussions are other Comelec officials in Central Luzon. They are: Atty. Emanuel E. Ignacio, director III Central Luzon; Atty. Temmie P. Lambino, provincial election supervisor IV Pampanga; Atty. Cristina C. Guiao-Garcia, provincial election supervisor II Zambales; Atty. Gilbert S. Almario, provincial election supervisor Aurora and Atty. June T. Guiao, regional election attorney.
IBP-Pampanga Chapter President Atty. Aramis Benoza disclosed that the lecture will start at 9:00 a.m. He thanked their sponsors, including Cebu Pacific Airlines.
