CLARK FREEPORT – The controversy over the location of Capilion Corp. Pte. Ltd. (Capilion), a so called “bluechip” project of the Clark Development Corp. (CDC), at the main gate of this freeport has taken a new twist.

This time, Mayor Edgardo D. Pamintuan has allegedly assumed the role as “fireman” of the CDC for his action in defending the controversial project at its controversial site.

Last week, Pamintuan requested the CDC to invite to a meeting here the majority bloc of the Angeles City Council.

Pamintuan’s request was apparently made “sub rosa” to help stifle the opposition to the Capilion project site while projecting an image of concern to Angelenos, according to city hall employee who requested for anonymity for fear of reprisal.

“Under the table ing gewa na (What he did was under the table),” observed the source.

    Pre-empting Vega-Cabigting

According to the source, Pamintuan pre-empted Vice Mayor Vicky Vega-Cabigting from “taking the Capilion issue by the horns.”

Earlier, Vega-Cabigting requested CDC to publicly inform the City Council on the Capilion project. The vice mayor said CDC should be transparent with its transaction considering the burden the city will endure with its social cost.

Cabigting vowed not to agree to a meeting with CDC to discuss the Capilion project in private or if it is done outside the city council. She said she will only agree to meet with CDC in the regular session of the council or in an executive session.

As this developed, the Pinoy Gumising Ka Movement (PGKM) said Mayor Pamintuan should show more sincerity and sensitivity to his constituents considering the social cost of the project which will definitely burden the city.

“Alaya naman gewang masalese (He hasn’t done anything good),” quipped Ruperto Cruz, PGKM chair.
