IBA, Zambales (PIA) — The Masinloc and Oyon Bay Protected Landscape and Seascape (MOBPLS) in Zambales has won first place in the Outstanding Locally Managed Marine Protected Area (MPA) category during the 2025 Para El Mar Awards held in Iloilo City.
The MOBPLS covers more than 7,500 hectares across the towns of Masinloc and Palauig and is the only legislated MPA in the region under Republic Act 11038, or the Expanded National Integrated Protected Areas System Act of 2018.
Department of Environment and Natural Resources (DENR) Regional Executive Director Ralph Pablo credited the win to joint efforts of the agency, local government units, and community partners.

“The recognition of MOBPLS as one of the country’s successful locally managed marine protected areas affirms that when we work together, we can protect our marine heritage and inspire a new generation of environmental stewards,” he said.
Pablo furthered that the recognition motivates stakeholders to expand reforestation, coastal defense, and biodiversity initiatives to help communities adapt to environmental challenges.
Meanwhile, Masinloc Community Environment and Natural Resources Officer Donaver Guevarra said MOBPLS has become a model for integrated conservation and sustainable management.
He added that the recognition reflects the success of participatory environmental governance that fosters long-term sustainability and stewardship.
As part of the recognition, MOBPLS will receive P1 million worth of projects and activities for reef, seagrass, and mangrove enhancement, along with stronger enforcement and climate resiliency measures.
The Para El Mar Awards are organized by the Marine Protected Areas Support Network to recognize outstanding practices in marine biodiversity conservation, effective management, and community participation nationwide.
