DINALUPIHAN, Bataan – Defense Sec. Gilberto Teodoro announced here recently that if given the chance to become the President of this country, his first agenda would be to convince congress to work for a change in the Constitution through a Constitutional Convention.

“Ang No. 1 na kailangang gawin sa bansang ito ay ang pag-aralan o palitan ang Saligang Batas sapagka’t wala tayong progreso at nasubok na natin ang 1987 Constitution na madalas may away  sa kongreso,” the former Tarlac congressman said.

He stressed that there must be a partisan election for delegates to the Constitutional Convention so that every one can campaign freely for their choice.

“Mahihikayat pa natin ang ating kandidato kung ano ang kailangang gawin sa Con-Con,” he said.

The Defense secretary as chair of the National Disaster Coordinating Council visited the flood-damaged town of Dinalupihan in Bataan.  He inspected the breached Daan-Bago dike where sandbagging was continuously being undertaken by villagers under the food-for-work program of the government.

Bataan Gov. Enrique Garcia and Dinalupihan Mayor Joel Payumo accompanied Teodoro in the inspection.

Payumo said about 8,000 families from 27 out of 46 barangays in the town were affected by flood brought about by heavy rains.

The mayor placed the damage to agriculture at P6.6 million. He asked Teodoro to help farmers whose livelihood has been badly affected.

Sr. Supt. Manuel Gaerlan, Bataan police director, briefed Teodoro on the extent of the flood that affected most of the barangays in Bataan.

Garcia announced that 50 provincial governors belonging to the League of Provinces of the Philippines in a meeting last week have endorsed Teodoro as their choice for President in the May 2010 elections.

“As early as last year in our meeting in Cebu, the provincial governors unanimously approved a resolution endorsing the Defense chief as their Presidential candidate,” the governor who is Lakas-CMD chair in Bataan said.

Members of the Lakas-Kampi-CMD met Wednesday to choose who between Teodoro and Metro Manila Development Authority chairman Bayani Fernando will be the administration party’s presidential bet in the May 2010 elections.
