SEC, SCAD forge partnership to boost investor protection, capital market growth in Subic-Clark Corridor

In a strategic move to advance capital market development and strengthen investor protection in one of the country’s most dynamic economic corridors, the Securities and Exchange Commission – Tarlac Extension Office (SEC-TAREO) and the Subic-Clark Alliance for Development (SCAD), an intermediate structure under the Office of the President, formally signed a Memorandum of Agreement (MOA) on May 29, 2025, at the Clark Freeport Zone.

The agreement formalizes the implementation of the SEC Communication, Advocacy, and Network (SEC-CAN) initiative within the Subic-Clark growth corridor. The MOA was signed by the SEC-TAREO Director, Atty. Richard R. Laus and SCAD Executive Director, Atty. Carminda Z. Fabros, along with SEC Information Officer Mark M. Catacutan and SCAD Legal Counsel Atty. Aliw V. Del Rosario.

“This collaboration is a vital step toward building a culture of responsible investing in Central Luzon. Through our collaboration with SCAD, we aim to protect investors, educate the public, and foster a regulatory environment that supports business growth and transparency in the major economic zones in the region,” said Director Laus.

The partnership is anchored on a shared commitment to promoting financial literacy, investor protection, and capital market awareness, particularly in the fast-growing Subic Bay and Clark Freeport Zones. It also supports national efforts to prevent investment scams and encourage compliance with SEC regulations.

“We are excited to collaborate with SEC-TAREO to empower investors and business owners through joint programs and activities to promote financial literacy, investor protection, and sustainable economic growth in our community,” said Executive Director Fabros.

“This MOA signing strengthens our commitment to fostering inclusive economic growth, anti-scam awareness, and compliance. Together with SEC-TAREO, we are dedicated to creating a more informed and secure investment environment,” Fabros added.

With SCAD’s mandate to transform the Subic-Clark Corridor into a world-class mega logistics hub, this initiative plays a critical role in advancing ease of doing business, investor confidence, and socio-economic development in the region.
