PhilHealth Region III conducted an Outreach Program and PhilHealth Konsulta First Patient Encounter (FPE) for the 79 girls residing at the DSWD Regional Home for Girls in Brgy. Singalat, Palayan City, Nueva Ecija on April 30, 2025. PhilHealth Acting Vice President and Gender and Development (GAD) Committee Chairperson Henry V. Almanon, Division Chief – MSD and GAD Vice Chairperson Ruby M. Vitug, Local Health Insurance Office (LHIO) Cabanatuan Head Marvy T. Robledo and team together with GAD Committee members led the activity.

AVP Almanon shared that “If we are given the chance to help and connect with others, we will gladly do so, to bring hope and joy to them. But in truth, it is often the giver who feels even greater happiness through the act of sharing their blessings.”

This is line with the program activities of the GAD Committee to reach and help different communities within Central Luzon. Working together, the PhilHealth team and partner agencies aimed to continuously conduct Konsulta caravan to various members of the society to ensure the provision of primary care services to the members.

As part of the Women’s Celebration, Ms. Vitug led the distribution of in-kind donations (e.g. grocery items and medical supplies) to the girls and staff of institution.

Ms. Emelita C. Bolivar, Center Head of the institution, wholeheartedly accepted the in-kind donations from PhilHealth. She said that her prayer request was granted through PhilHealth Region III. In addition to their allotted funds, they continue to seek support from partner private individuals and agencies to help meet the needs of the girls.

In addition, PhilHealth Cabanatuan and Wesleyan University Philippines Hospital with Ms. Vibelle Vergara, Administrative Officer, provided the primary care services to the girls through Konsulta program health assessment, consultation (first-patient encounter), and medicines.

AVP Almanon stated that regular check-up was essential to ensure health status monitoring, as well as prevention and detection of any illness through PhilHealth Konsulta program available. PhilHealth also covered other benefit packages for outpatient, inpatient (hospitalization), and catastrophic cases to provide financial risk protection.

The DSWD Regional Home for Girls (formerly Nueva Ecija Home for Girls in November 16, 1998) is a child-caring facility that provides protection, care, treatment, and rehabilitation services to the abused and exploited girls below 18 years.

As of this date, they foster seventy-nine (79) girls who were mostly abandoned by their parents and were endorsed for their care. One was a sixteen-year old girl who was abused by her father and suffered traumatic experience. As a result she had an unplanned pregnancy and gave birth to a child. The institution provided for her child’s needs, as well as psychological services, healing program, and other assistance.

As Ms. Jane Erica Padilla, one of the house parents, shared that taking care of the girls was not simply a job but a fulfilling experience and a commitment to provide for their brighter future.
