ANGELES CITY—Mayor Carmelo “Pogi” Lazatin Jr. on March 24, 2025, awarded certificates of loyalty, pins and cash incentives to some 151 employees for their decades-long service to the Angeleños.
Mayor Lazatin led the awarding ceremony at the Angeles City Library and Information Center Ampitheater, citing the utmost dedication and commitment the awardees demonstrated through their years of public service.
“Kayo ang dahilan ng maayos at tapat na paghahatid natin ng serbisyo sa ating mga kababayan, mula noon hanggang ngayon,” Lazatin said.
“May your hard work serve as encouragement to your fellow employees in serving the Angeleños with commitment,” Lazatin added.
A P10,000 cash incentive was granted to those who have been in the service for 10 years, and P5,000 for every succeeding five years of tenure and service rendered by the awardees.
Among the notable employee awardees with 45 years of service were Jaime Manlapaz and Raidis Rueda, while Moises De Luna was recognized for his 40 years of service.
In recognition of 35 years in service, Mayor Lazatin commended Gilbert Basilio, Nestor Dela Cruz, Angela Dizon, and Luis Gonzales for their unwavering dedication and hard work.
For 30 years of service, Mayor Lazatin awarded Carlos Ang, Editha Arceo, Robert Arceo, Efren Bathan, Marilou Borja, Robert Campos, Rosita Castro, Nerissa Centeno, Lutgarda De Guzman, Alvin Dingal, Melissa Edralin, Angela Gomez, Lenie Gomez, Amelia Gonzales, Aniano Malonzo, Evangeline Malonzo, Carmina Narciso, Jose Pring, Erano Reyes, Monaliza Salvador, Leslie Torres, Valentina Montoya, Helena Reyes, Ofelia Tungol, and Cornelio Velasquez.
For 25 years of service, Mayor Lazatin recognized Bernardo Bello, Susan Caguin, Chito De Asis, Florante Estabillo, Estrelita Galang, Armando Laxamana, Allan Liwanag, Marlene Macedonio, Emilyn Naguit, Mario Paras, Jesus Rubia, Vic Salunga, and Teodoro Siron.

Also present during the awarding ceremony are Vice Mayor Vicky Vega-Cabigting, members of the City Human Resource and Management Office (CHRMO), led by Rowena Yambao, and Association of Government Employees for a New Dynamic Angeles City (AGENDA) President Flordeliza Santos.
This initiative, which aims to recognize the significant contributions of government employees and boost their morale in serving better, is part of the Awards and Incentives for Service Excellence program implemented by the City Human Resource and Management Office, pursuant to Memorandum Circular No. 06, s. 2002 of Civil Service Commission (CSC) also known as Revised Policies on the Grant of Loyalty Award.
It can be recalled that it was during Mayor Carmelo “Tarzan” Lazatin’s stint that the City Hall employees first received their loyalty bonus.
