CITY OF SAN FERNANDO — Bulacan at No. 2. Pampanga at No. 3. Bataan at No. 5.
These three provinces in Central Luzon made it to the National Top Ranking
Provinces, Cities, and Municipalities in Local Revenue Generation for Fiscal Year
2021 in Memorandum Circular No. 015.2022 of the Bureau of Local Government
Finance dated July 29, 2022.
The Highest Locally Sourced Revenues (HLSR) among provinces is topped by Rizal
with P1.836 million followed by Bulacan with P1.820 million and Pampanga with
P1.447 million. Bataan is two rank lower with P1.423 million.
Among municipalities with the highest HLSR are three from Central Luzon too:
Limay, Bataan at No. 2 with P811.98 million; Marilao, Bulacan at No. 7 with
P459.7 million; and Masinloc, Zambales at No. 8 with P452.36 million
No city in Region 3 made it to the Top 10 HSLR list.
In Collection Efficiency, Pampanga ranked No. 5 with 103.7%, Bulacan at No. 9
with 78.2%, and Zambales at No. 10 with 53.3%. Among municipalities, only San
Manuel, Tarlac at No. 4 with 354.4% made it to the collection efficiency Top 10.
Again, no city from Region 3 figured in this category.
In Year-on-Year Growth in LSR among provinces, Zambales ranked 6 th with 15%.
On the municipal level, San Manuel, Tarlac ranked 5 th with 167.8% and Candelaria,
Zambales 10 th with 94.3%.
Of the three provinces named in the HLSR Hall of Fame, two are from Central
Luzon: Bataan at No. 1 and Bulacan at No. 3. Rizal came at No. 2.
Limay, Bataan topped the hall of fame municipality category.
The hall of fame “is for LGUs that excellently attained exemplary performance in
local revenue collection in the past three consecutive years, said the BLGF in its
circular.
Certificates of recognition for the Top 3 LGUs per performance area and the hall
of fame will be awarded at the BLGF’s 35 th anniversary month celebration in
October 2022.
In a Facebook post, Gov. Dennis “Delta” Pineda expressed appreciation for the
recognition given to the province by the BLGF.
“Pangatlong taon na po na maganda ang performance ng Pampanga provincial
government sa aspeto ng lokal na kita. Bunga po ito ng sipag ng mga department
heads at kawani ng inyong Capitol sa gabay ng liderato ko at ni Vice Governor
Nanay. Sa paglaki ng kita ng Capitol, Kapampangan ang makikinabang,” he said.
