The Zambales Police Provincial Office (ZPPO) made modest contributions to the challenge of ensuring a peaceful and secure environment conducive to the development of the province.

These were attained in course of performing its mission to enforce the law, prevent and control crimes, maintain peace and order and ensure public safety and internal security with the active support of the community, the Local Government Units (LGUs) and especially the leadership of the Zambales Provincial Government.

ZPPO Provincial Director Police Senior Superintendent Rolando Felix said the internal security situation had been manageable.  But because of the multi-dimensional nature of the root causes of insurgency, the convergence of government efforts and the cooperation of the community are indispensable in solving the problem of insurgency in Zambales.

On criminality, Felix said the ZPPO intensified its anti-crime campaign which reflected substantial efforts and results compared to last year.

The total crime volume of 341 incidents showed an increase of 9.6% compared to the 311 incidents registered last year.

Of these incidents, 158 are index crimes while 183 are non-index crimes.

This year, index crime decreased by 3.66% while the non-index crime increased by 24.5%.  Consequently, this office attained a crime solution efficiency of 90.32% for 2008, the highest recorded over the last five years.

A total of 2 operations, one initiated by ZPPO and one joint rescue operation with the PACER resulted in the safe recovery of 2 kidnap victims and arrest of the 2 abductors in 2008.  Both cases were filed in court.

The intensified operation to neutralize the Most Wanted Persons at the municipal, provincial and regional levels resulted in the arrest of 260 wanted persons.

A total of 18 operations conducted against illegal gambling resulted in the arrest of 87 persons and the confiscation of cash amounting to P28,177.50, 2 motorcycles and gambling paraphernalia with the filing of 18 cases in court.

Eleven anti-illegal drugs operations resulted in the apprehension of 20 pushers/users and confiscation of 54.518 grams of methamphetamine hydrochloride or shabu, 5.07 kilograms of marijuana dried leaves with an estimated value of P200,405 and the filing of 11 cases in court.

Combat operation launched against the Communist Terrorists resulted in the recovery of 1 enemy camp, arrest of 2 suspected CT members and recovery of 1 firearm.  The relentless counter-insurgency operations conducted also resulted in the surrender of 1 MLPP/RHB member and 7 CPP/NPA members.

On community safety and protection, the ZPPO also provided police visibility, civil disturbance management, disaster and relief operations, special events, search and rescue operations, traffic management, protection of vital installation and VIP security operations.

Other services like medical and dental programs and limited feeding programs were also extended to the least fortunate sectors of the community.

All these efforts contributed to a generally peaceful and order situation in Zambales in 2008.
