ANGELES CITY – “A corrupt-less Clark International Airport Corp. (CIAC) presi-dent who fears the words of God.”
Thus said Marvin Pineda, president of the Samahang Manggagawa ng DMIA (SMD), yesterday as he was about to submit to CIAC Chairman Nestor Mangio a letter withdrawing their support on the retention of CIAC President and CEO Victor Jose Luciano at his post he had held since 2006.
“We want a leader whose only agenda is to develop the Clark airport,” said Pineda. He will also submit some 194 signatures of CIAC rank-and-file workers asking President Benigno “Noynoy” Aquino for “change.”
“Nabigyan po kami ng lakas at inspirasyon sa panawagan ng bagong gobyerno para sa integridad, laban sa katiwalian, pananaig ng hustisya, katotohanan at karapatan ng mamamayan kasama na ang karapatan para sa desenteng pasahod, benepisyo at seguridad sa trabaho ng mga manggagawa,” said the letter dated July 29.
“Kaya, todo suporta po kami sa tunguhin ng gobyernong Aquino sa pagbabago, na dapat ito po ay pangunahan ng tagapangulo ng mahalagang institusyon ng gobyerno kagaya ng CIAC,” it added.
There are 297 CIAC workers as of March and more than 70 percent of which are members of SMD.
Asked if they want Luciano to retain his post, Pineda said “we have no problem with that if it fits our call for “a corrupt-less president.”
Pineda said they submitted the letter to Mangio “to make the workers stay on neutral ground.”
“We are divided and our morale is low. I hope President Aquino appoints a CIAC president soon,” a CIAC worker told Punto Central Luzon.
Pineda denied the allegations that they “duped and deceived” those who signed the SMD letter accompanied by their names, signatures, their designation and what department they are connected.
“It was written in tagalong so that it’s clearly understood by many. They were not forced to sign and were given a free hand,” said Pineda.
He also said that some of those who signed the letter to Mangio had also signed the letter supporting the retention of Luciano as CIAC president and CEO. The letter of support reportedly signed by more than 250 CIAC workers came out last week.
The SMD said “it really ballooned to such a big number because even those who are not directly connected with CIAC signed.”
They were referring to the security guards of Passcor agency.
They added that some of those who signed the pro-Luciano letter had signed twice in the manifesto.
In the same letter, the SMD urged Mangio to investigate the alleged harassment on CIAC workers Reynante Nanquil and Enrico Layug, members of the corporation’s security department.
“Gusto naming ipaabot sa inyo ang aming hinaing sa ginawang pag-aakusa ni Mr. Victor Jose I. Luciano sa 2 naming kasamahang, sina REYNANTE NANQUIL at ENRICO LAYUG, sa pamamagitan ng paggawa ng mali at gawa-gawang akusasyon, batay diumano sa report ng mga empleyado (na hindi naman pinangalanan kung sinu-sino) na silang dalawa daw ay nagkalat ng poison letters laban sa kanya,” said the letter.
“Nag-imbestiga po ang aming pamunuan sa union at kinausap ang aming 2 members at napatunayan na sila ay pinag-iinitan lamang dahil sa hindi nila pagpirma sa “LETTER OF SUPPORT” para sa retention ni Mr. Luciano bilang Presidente ng CIAC,” it added.
The SMD said that Luciano allegedly harassed Tessibeth Cordova, CIAC’s Human Resource manager, after she failed to sign the letter of support for Luciano’s retention dated July 27.
“Kahapon, Hulyo 28, 2010, napag-alaman din po ng union, sa pamamagitan ng sulat ni Cordova, at ang nasabing sulat ay kalat na sa FACEBOOK, na siya din po ay pinilit o sinakal sa kanyang karapatan kung pipirma ba siya o hindi sa nasabing LETTER OF SUPPORT para sa pagpapanatili ni Mr. Luciano bilang Presidente ng CIAC,” it said.
“Sa ganitong pangyayari, kung sinakal nga po ni Mr. Luciano ang karapatan ng isang HR Manager, paano po kaya kaming mga maliliit at ordinaryong empleyado ng CIAC? At ito na nga po ang nangyari kina NANQUIL at LAYUG, at sinabihan na nga po sila na kung pipirma lamang sila sa Letter of Support ay ibabalewala ang administrative charge sa kanila,” it added.
The SMD also assailed Luciano for “giving false promises to the workers.”
“Napag-alaman din po namin na pina-aasa lamang kami ni Mr. Luciano na ibigay sa amin ang aming matagal nang hinanaing na differentials sa PERA, ADCOM at COLA, gayung siya din pala ang nagrekomenda sa Board ng CIAC na itigil na at huwag nang bayaran ang aming nasabing money claims.”
“Ito ay dahil sabi ni Mr. Luciano sa kanyang rekomendasyon sa Board, ang aming hinanaing ay walang batayan,” it said.
