Who should represent Party Lists?

    The new Lexicon Webster’s Encyclopedia Dictionary defines marginalize: “to cause to live in the margins of society by excluding from participation in any group effort”.

    Party List? Who are the members of the Party List. Show us. What is prominent are the nominees.

    Comelec Spokesman Director James Jimenez said in a television interview that the nominees of a Party List could be removed by the Party List, this is why this corner asks who are the members of a party list group who are supposed to be marginalized. This makes the list membership very important. This is also why I start this piece with the definition of marginalize. The Comelec may have its own meaning of marginalized and so with the Supreme Court. Who are truly marginalized by any definition? Who should be the nominee of each Party List?

    Should the Comelec decide that nominees of party lists should come from their own members. I wonder how Secretary Angelo Reyes could represent drivers. The same goes with Rep.Mikey Arroyo.

    Article VI of the constitution, Section 5 paragraph (2) provides: The Party List representatives shall constitute twenty percentum of the total members of representatives including those under party list. For three consecutive terms after the justification of this Constitution, one-half of the seats allocated to party list representatives shall be filled as provided by law, by selection or election from the labor, peasant, urban poor, indigenous cultural communities, women, youth and such other sectors as may be provided by law except the religious sector.



    A few issues before I have mentioned some of the charges imposed on customer of Pelco II.

    For emphasis I will number them: (1) Generation System Charge (2) Franchise & Benefits to Host (3) ICERA (4) Power Act Reduction (5) Transmission System Charge (6) System loss Charge (7) Distribution System Charge (8) Supply System Charge (9) Retail Customer Charge (10) Metering System Charge (11) Retail Customer Charge (12) Capex 22% (13) Loan Condonation PNP/Kwh (14) Inter-Class Cross Subsidy (16) Missionary Electrification (17) Environmental Charge (18) Generation VAT (19) Transmission VAT (20) System Loss Generation VAT (21) System Loss Transmission VAT (22) Distribution VAT. These are the charges that appeared in my statement by account for the billing period of January 2010.

    With all these charges imposed on Pelco II customers who are members of the cooperative, Pelco II should be charged for some of these illegal exactions or at least explain the basis of all these charges.

    Maybe Congressman Mickey Arroyo and Congressman Carmelo Lazatin could at least inquire why so many charges are required of customers of Pelco II. The towns of Porac, Sta.Rita, Lubao, Guagua and Sasmuan are with his district, while Mabalacat is in the Lazatin’s district. These towns are among those under the franchise of Pelco II.

    President Gloria arroyo may also direct inquiry on why these are so many charges. She will most probably inherit these problem in the above mentioned municipalities.



    Residents of Talimundok I and II in Dau, Mabalacat are asking Pelco II General Manager Sulpicio C Legrade Jr., to inspect and do something to improve the power distribution in the two areas. Residents complain the fluctuation of power particularly during user peak-hours late in the afternoon and early evening.

    Power fluctuation destroys sensitive electric appliances and gadgets, residents said. They claimed that this has been a problem for many years now.



    Finance Secretary MargaritoTeves wants the next Congress to pass new tax measures. He blames the present congress for the government’s loss of revenues. He should also blame his department for the shortfall in its tax collection effort, particularly the Bureau of Customs.

    Teves should leave this matter to the next Congress. Tax laws are not easily accepted by members of congress and similarly by the paying public.
