    ANGELES CITY – “Quite offended.”

Thus, Vice Mayor Vicky Vega-Cabigting scored the Clark Development Corp. for its alleged “selective” decision in presenting to the city council the proposed P7-billion Capilion mixed-use facility at the Clark main gate.

Cabigting was left out of the meeting with CDC when it invited only members of the majority bloc when the stateowned firm lobbied for its approval.

CDC President-CEO Arthur Tugade led the presentation.

“We offered the CDC equal time and space but it decided to hold secret meetings. So be it. Now, the public will have their conclusion on the Capilion project without hearing the side of the CDC and its proponents,” said Cabigting.

At the city council’s regular session last week, Cabigting asked opposition Councilor Carmelo “Pogi” Lazatin Jr. if he was invited to the meeting by the CDC.

Lazatin said he was not invited.

Councilor Max Sangil, who is leading the fight against the establishment of the Capilion project and the Honda cars showroom and service center, said he was invited but decided not to attend.

Sangil instead delivered a privilege speech and reiterated his call to stop the implementation of Capilion.

It can be recalled that the members of the city council earlier passed a resolution “vehemently opposing” the Capilion project principally for its site which they said would constrict traffic flow as well as future developments at the Clark Freeport especially at the Clark International Airport.
