SCIENCE CITY OF MUÑOZ, Nueva Ecija – The threat of House Speaker Pantaleon Alvarez of zero budget to provinces who will not cooperate with effort to change the form of government did not sit well with a senator and a northern Luzon governor.

“Remember, we are a bicameral system. Equal ang power ng Senate at House. Kung tatanggalin ang budget na yan, hindi papayag ang Senate,” said Sen.

Cynthia Villa at the sidelines of this city’s 5th Uhay Festival and feast of San Sebastian on Saturday.

“Hindi naman po natin sarling pera yan, pera yan ng taumbayan. Pera ng mga Filipino so dapat pupunta sa mga Filipino “ she said.

Villar said Alvarez’s group could have been “very presumptuous” about the approval of the federal form from the present presidential form of government.

“Hindi pa nga alam kung anong modelo ng federalism, maraming model yan, para namang papasa na agad,” she said.

Ilocos Norte Gov. Imee Marcos also slammed the “threat” even as she lamented that her province is already suffering from zero budget “courtesy of Alvarez and Rep. Rodolfo Fariñas.”

This, she said, has already adversely affected their regular appropriation, particularly for constructions.

She was hopeful the people would later take on the politicians.

    “Maraming gustong maglingkod,” Marcos said.

Marcos, however, expressed belief the President Duterte was correct in pushing for federalism.

Its high time, she said, to stop “imperial Manila” from “impairing Mindanao and the rest of the country.
