    Nepo’s car donation a ‘farce’

    ANGELES CITY – “They wanted to imitate the acts of former Mayor Lazatin but theirs is full of malice and a farce.”

    Thus said yesterday Vice Mayor Vicky Vega-Cabigting as she lashed at outgoing Mayor Francis “Blueboy” Nepomuceno and City Administrator Mark Allen Sison for donating city government-owned vehicles to barangay captains allied with the defeated mayor.

    Cabigting disclosed that former three-term mayor and now re-elected First District Rep. Carmelo “Tarzan” Lazatin had issued to her his old service van before he stepped down in 2007.

    “There is nothing wrong there because I was an incoming vice mayor. Besides, the van is being used by many people for official businesses such as public school teachers when they attend seminars,” said Cabigting.

    The re-elected vice mayor questioned the issuance of almost brand-new vehicles to Association of Barangay Captains (ABC) President Robin Nepomuceno, Capaya Village Chief Elmer David and their allies.

    Barangay Captain Nepomuceno, brother of the mayor, is the recipient of five vehicles while David was issued two vehicles considering his village is small in terms of population and land area compared to 32 other villages here.

    She also assailed Sison for saying earlier that the minority bloc in the city council led by her should have attended the special session last Friday when the majority bloc approved the resolution authorizing Nepomuceno to donate at least 25 vehicles.

    Sison stressed that the donation made by Nepomuceno was duly authorized by the city council through an approved resolution. He added that Cabigting and her allies should have opposed the resolution in the special session.

    But Cabigting said “it would only justify the number of attendees if we attended.” Besides, she added, “why attend a ‘moro-moro’ and a farce session.”

    “We did not attend to express our opposition to illegal act,” said Cabigting.

    Sison earlier said he saw nothing illegal on the move of Nepomuceno as it was supported by an authorization approved by the majority of the city council and the donations were accepted lawfully by the beneficiaries.
