ANGELES CITY – Facing protest actions from vendors at the biggest public market here, Mayor Francis “Blueboy” Nepomuceno was forced to stop the P30 service fee hike imposed by the privately-run slaughterhouse in Barangay Pampang here.
City Administrator Mark Allen Sison said Nepomuceno had met with Angeles City Pampang Public Market Vendors Association (ACPPMA) at the city hall and decided to stop the increase imposed by the Dealco Farms Inc., last Saturday.
But the ACPPMA members and officials led by Lorenzo Medina, meat section president, staged a rally yesterday at the Pampang market and later at the city hall to denounce the P30 increase on top of the P50 service fee, also known as “Matansa.”
Medina and other officials, in a letter to Nepomuceno, cited 12 reasons on why Dealco should not impose the increase.
These include: DEALCO as an investor should be responsible in upgrading the slaughterhouse and its facilities as its own expense; there is only a minimal improvement on buildings mostly patch up; poor ventilation which makes it inconvenient for our butcher to work; poor facilities like scalding bath that does not reach the right temperature; the use of rubber tires as a fuel to heat up the scalding bath which is in direct violation of DENR [Department of Environment and Natural Resources] policy; no lifting devices were provided necessary for carcass to be hanged as required by National Meat Inspection Services (NMIS); holding pens for animals to be slaughtered are too small and poorly constructed; although a renovation was made on this holding pens, it is still insufficient when it comes to ventilation causing swines to die before reaching the slaughtering lines; three out of four of this slaughtering lines are being used and the other under renovation causing inconvenience to our butchers and delay in delivery of carcass to the market; slaughtering line for large animal is a mess with leaking roof and poor facilities which is no better than unmaintained public toilet; service roads inside the slaughter house are without concrete which is inconvenient for our delivery trucks and trailers; and DEALCO is competing with our dealers by wholesaling of carcasses at very low price inside Pampang Public Market.
Councilor Jay Sangil, for his part, said he would investigate the contract of lease of Dealco with the city government “in aide of legislation.”
