My 8-year old son laughed hard when he read the poster of “Nanay Baby” during the election campaign period. He could not fathom at his age how a “Baby” would be referred to as a “Nanay”. I was also at a lost on how to explain to him the irony of it. Of course, a baby cannot become a “nanay”. I just explained to him that the name “Baby” may refer to an adult. He replied… “ang pangit naman, nanay na tapos baby pa!”
Now that the “Baby” has been elected as the Governor, it can be said that the Kapampangans did not bite the “good governance” platform of Governor Panlilio. It has nothing to do with the platform. Perhaps, it was Panlilio’s inflexibility to political realities and the perceived stubbornness of his Lady Administrator that made the people realize that Panlilio’s promise of good governance cannot equate to progress. The Kapampangans gave governor-elect Lilia Pineda three years to prove that “cooperation” and “unity” among the local officials would clearly result to “smooth governance” for the progress of Pampanga.
The incoming governor should be thankful to Panlilio. She will inherit huge funds to finance her projects in this province. Projects that would definitely have smooth sailing and approval in the Sangguniang Panlalawigan, thru the leadership of an ally, Vice Governor Guiao.
As a Kapampangan, I challenge the new governor (1) to maintain the high collection of quarry taxes, if not to surpass the achievements of Panlilio administration. I pray that the Balas Boys would not soon become Balasubas Boys, and the person in charge of the quarry tax collection- Gahaman Boy. I also pray that local executives of the municipalities would not have their days controlling the quarry extraction for their own personal benefits;
(2) eradicate the jueteng and prove to everyone that her family is no longer involved in this illegal numbers game that has corrupted so many politicians and government officials, not to say the exploitation of the poor;
(3) that employees at the Capitol would still report diligently in their stations from 8 A.M. to 5 P.M., avoiding unauthorized absences, idleness and laziness;
(4) to stop forced disappearances, unsolved assassinations, blatant violations of human rights, extortion, drug addiction and peddling of illegal drugs, and all forms of illegal gambling… and of course, she has to prosecute to the full extent of the law all violators;
(5) has to prove that this province would not be transformed to a Maguindanao where violence and fear are tools of control and obedience;
and (6) should show that she can govern the Province, not as a mother who spoils her children or a mother who is afraid of her husband, but one who protects and defends within the bounds of law the welfare of her constituents above that of her own personal benefits.
