ANGELES CITY – “More sustainable and inclusive growth and development of Angeles City.”
Thus Mayor Edgardo D. Pamintuan defined the direction of his second term in office during the crafting of the city’s executive-legislative agenda (ELA) and capacity develoment agenda (Capdev) held yesterday at the Lewis Grand Hotel here.
Pamintuan laid down specific measures for priority approval consisting of: the crafting and passage of the Ecological Solid Waste Management Code; update the city’s Local Tax Ordinance; creation of the Angeles City Economic Enterprise Office; and strengthening the city’s job creation and livelihood promotion programs.
“These four measures will have a strategic and long-term beneficial impact on our city, even as we may encounter some reactions as we speak about increasing our fees and taxes and about partial privatization of our enterprises,” the mayor pointed out.
For her part, Vice Mayor Vega-Cabigting said that both the executive and legislative department of the city government will continue to pursue excellence in governance.
“Our heart and soul should be in our ELA. As in every endeavor to succeed, commitment is the key,” the vice mayor said. After the deliberations, the ELA was jointly developed and agreed upon by the executive and legislative departments of the LGU in consultation with the various stakeholders.
The commitment setting of the Executive- Legislative Covenant was signed by city officials and members of the sanggunian panglungsod. The outputs of the activity will also form part of the report that Pamintuan will render to the constituents after his first 100 days in office.
The ELA was conceived to serve as a powerful vehicle for effective local government and may be defined as a planning document covering a three-year period corresponding to the term of local elective officials that is mutually developed and agreed upon by both the executive and legislative departments of an LGU.
It is likewise an integrated plan that contains the major development thrusts and priorities of both the executive and legislative branches toward a common vision for the locality; an instrument that will prioritize responses to multi-stakeholder needs, such as programs, projects, activities, legislations and capacity development programs, and put into action local development plans.
Those who attended the ELA and Capdev setting included members of the city council, department and office heads of the city government representatives from different non-government organizations and other city stakeholders.
The agenda-setting activity is mandated by the Department of Interior and Local Government for all local government units to accomplish.
