In a report, Concepcion police chief Supt. Luis Ventura Jr. identifi ed the suspect as Arnolf Lugtu, 30, a native of Olongapo City who established business in Sitio Pao in Barangay Sta. Cruz in Concepcion three years ago.
Ventura said Lugtu is in the local drugs watchlist and was among those who “surrendered” to authorities during Operation Tokhang.
“Lugtu fooled us. He surrendered and even signed an affidavit promising that he would no longer involve himself in illegal drugs. But he reneged on his promise and continued selling shabu,“ said Ventura.
He said Lugtu was apparently the only supplier of shabu in Concepcion, but he could not immediately say where the suspect got his supply.
Ventura noted that Lugtu is a native of Olongapo City, but established a palay milling and selling business in Concepcion three years ago. The milling facility, however, was closed most of the time, he noted.
“It now seems the businesses were mere fronts for his illegal drug trade,” Ventura said, as he expressed confidence that the arrest of Lugtu has made Concepcion “drug free.”
