Supply meeting demand in exciting travel by land

    Sa totoo lang, di pa talaga tayo tapos sa mga SCADC projects, pagkat ang napag-usapan pa lang natin ay yung kung tawagin ay mga logistics “hard” infra-structure projects gaya ng mga expressways, railways, roads, bridges, seaports and airports. Kung baga sa computers, those are the “hardwares” like the computer machines being produced by IBM, Apple, Dell and other computer hardware manufacturers.

    But SCADC also has “soft” logistics projects that have already been completed, some already in use, and others that are on-going and/or in the planning stage that are scheduled for completion this year, or in 2010 at the latest. The “soft” logistics projects are in the same nature as the softwares (applications, systems, solutions, or the like) being produced by Microsoft and other computer software manufacturers; they are “soft” in the sense that they are not the computer machines or hardware but systems and applications and solutions for the computer machine to realize its usefulness or purpose.

    Similarly, the SCADC’s “soft” logistics projects—-(Masterplan for Mega Logistic Hub at the Subic-Clark Corridor, Harmonization of Immigration, Custom and Quarantine Systems and Procedures (ICQ MANUAL), Automated Transit Admission of Permits on Customs transactions (E-TAPS), SCAD Corridor Conceptual Land Use Plan (SCoLUP) to identify areas suited for industrial, commercial, agri-agro industrial, residential developments, power plants, water and sewerage facilities, waste disposal and treatment system, warehousing and storage facilities, etc.)—these are “applications”, “systems” and/or “solutions” to make the “hard” infrastructure projects serve their intended purpose of effective and timely transport and delivery of people, goods and services from producers to consumers and/or end-users.

    Pero saka na natin ito pag-uusapan pagkat ang Luzon Urban Beltway Super Region (LUB) ay meron ding mga “soft” logistics projects of the same nature. Pag natapos nating mapag-usapan ang mga “hard” logistics infrastructure projects ng LUB, saka na natin bubuuin ang pag-uusap tungkol sa tinatawag na SUPPLY AND DISTRIBUTION MANAGEMENT SYSTEM na siyang makabagong kahulugan o taguri sa LOGISTICS which consists, in its totality, “hard” and “soft” infrastructures of transportation and communications systems.


    LUB PROJECTS

    Gaya ng nabanggit ko na sa mga naunang Agyu Tamu! Atbp, LUB is overseeing and monitoring forty-four (44) infrastructure projects in the whole Luzon, from north to south, across Central Luzon and the National Capital Region (Metro-Manila), including Mindoro and Marinduque.

    Magsimula tayo sa LUB Project sa dakong norte: TARLAC-DINGALAN ROAD PROJECT. I am very excited about this project. Ang proyektong ito kasi ang magkokonekta—by land travel or transport!—sa Subic Bay Special Economic and Freeport Zone na nasa kanlurang bahagi (western part) ng Luzon facing the South China Sea at sa Aurora and Quezon provinces na nasa silangang bahagi (eastern part) naman ng Luzon facing the Philippine Sea toward the Pacific Ocean.

    Starting from Tarlac (from the point of the TARLAC-PANGASINAN-LA UNION TOLL EXPRESSWAY (TPLEX) PROJECT, which, by the way, is the extension of the Subic-Clark-Tarlac Expressway or the SCTEx Project), the 125 kms.- long Tarlac-Dingalan road project traverses Nueva Ecija, Aurora (where the Dingalan Port is located) and Quezon provinces, the last two provinces facing the Philippine Sea in the east toward the Great Pacific Ocean.

    This road project was inaugurated by President Arroyo, with Sen. Ed Angara and yours truly assisting, in April last year. The construction of the Dingalan road, the Sta. Rosa-Jct. Fort Magsaysay road, and Gabaldon-Dingalan road was already completed, while still on-going is the completion of the Gabaldon-Dingalan road segment. Also on-going is the construction/completion of the Jct. Fort Magsaysay-Laur Road and the four (4) short span bridges, the Tarlac-La Paz-Zaragosa-Sta- Rosa road, and the Jct. Laur/Bongabon-Gabaldon road. All these are about 90% complete at this point.

    When the Dingalan Road becomes operational by middle of this year, land travel from the westside of Luzon all the way to the eastern side starting from Subic port, Zambales passing through Bulacan, Pampanga, Tarlac, to Dingalan port, Aurora and Quezon provinces, and vice-versa, will be facilitated, and so is the transport of products, goods and services, and the exchange of trade and commerce, with each side of Luzon providing for and supplying the need and/or the demand of the other, in the process generating economic activities at both ends and in areas in-between—which will consequently create jobs and livelihood opportunities—and, of course, social and economic progress.

    During an inspection of the Dingalan road construction project, I saw also the astounding beauty of the scenery at both sides of the 125 kms. long Dingalan road. Kung gaano kaganda ang scenery at both sides of SCTEx, ganon din kaganda ang scenery sa kahabaan ng Dingalan road. Absolutely breath-taking long stretches of greenery, of verdant plains and hills, of multi-colored wild flowers and teeming trees, of inviting mountain sides and, on the high plain overlooking the Dingalan port, the magical view of the hued-colored horizon across the Philippine Sea, and of yonder waters of Pacific Sea, a truly wonderful sight to behold!

    Upon full completion of the Tarlac-Dingalan Road Project, I am sure that the place will be a tourist destination, both for local and foreign tourists. Kay ganda ng ating bayan. Kay yaman ng ating kalikasan. Kay palad ng Pilipino, tagapagmana ng lupang pinagpala ng Poong Maykapal.

    Sa susunod na Agyu Tamu! Atbp, yun namang dalawang proyekto sa South (Timog) ng Luzon ang ating pag-uusapan: BATANGAS PORT DEVELOPMENT PROJECT (Phase II) and RORO PORT (Linking Lucena, Quezon & Kawit, Marinduque). Dito ay makikita naman natin kung papano ini-link-up ni Pangulong Arroyo, sa pamamagitan ng mga infraistrakturang ito, ang pagdaloy ng negosyo at komersyo sa magkabilang dulo o panig ng Luzon.
