CLARK FREEPORT — A benchmarking activity conducted by the Metropolitan Waterworks and Sewerage System (MWSS), Manila Water Company (MWC), and Clark Water Corp. (CWC) on Sept. 24 highlighted this freeport’s growing reputation as a model for utilities management.
Hosted by the Clark Development Corp., the event aimed to promote collaboration and share best practices in delivering sustainable and reliable water services.
“We welcome you to Clark with the kind of investment environment that values growth, collaboration, and shared purpose. Whether you come to invest, to engage, or simply to enjoy—welcome to Clark,” CDC president and CEO Atty. Agnes VST Devanadera hailed the delegation.
She was joined by CDC vice president for legal affairs Atty. Gloria Victoria Yap-Taruc, head of the Rate Rebasing 2026 Technical Working Group.
Officials from MWSS, MWC, and Clark Water underscored the importance of multi-agency cooperation in ensuring quality water services for Clark and surrounding areas.
MWSS chairman Atty. Elpidio Vega commended CDC and Clark Water for maintaining water supply amid rapid development in the Freeport, saying: “Water is life. Water gives Clark the boost for tourism, sports, and all other industries.”
Vega also noted CDC’s P2.488-billion dividend remittance to the National Treasury, calling it a meaningful contribution to national development. He said the achievement serves as an inspiration for MWSS to further strengthen its public service efforts.
MWC chief regulatory officer Donato Almeda said the partnership among CDC, MWSS, and MWC is built on mutual respect, a shared vision, and a commitment to public service.
The activity included a presentation on Clark’s investment and tourism developments, followed by a guided tour aboard the Clark Loop, with Clark International Airport as one of the highlights. CDC-PR
