CITY OF SAN FERNANDO – “An exemplar body that sticks to issues rather than
personalities; that forwards the good of the majority over the benefit of the few;
that supports people empowerment and holistic community development over
allegiance to family, friends, and party; and that represents the voice of every
Kapampangan.”

Thus, Vice Gov. Lilia “Nanay” Pineda defined the sangguniang panlalawigan at its
inaugural session Monday held at the New Legislative Building at the Capitol
Compound here.

On her second term as vice governor, Pineda committed the SP “to deliver decent
and honest work that does not pay lip service…(but) as a collegial body, observe
and maintain best practices in the performance of our duties and responsibilities
to the people who have granted us the honor of leading them toward the
realization…of a brighter and secure future for our children and the permanence
of a government that works with its constituents to achieve common goals while
maintaining common values.”

The 11th inaugural session of the SP under the Local Government Code of 1991,
saw the entry of four new members – Win-Win Garbo (1st District), Sajid Khan
Eusoof (2nd District), Mica Gonzales and Lucky Labung (3rd District). They replaced
three termers Cherry Manalo who won a council seat in Mabalacat City, Anthony
Joseph Torres who won the Guagua mayoralty, Rosve Henson who lost in his bid
for the City of San Fernando mayoralty and Ferdinand Labung whose Malabung
Partylist failed in its bid for a congressional seat.

All four SP “graduates” were bestowed with resolution of recognition by their
peers for their “invaluable contributions in drafting and enacting local legislations,
which helped improved the quality of life of the Kapampangans.”
As an assurance to the neophyte SP members, the vice governor said “the system,
procedures and portocesses in the sanggunian are in place and maintained by
competent and reliable staff…who will gladly and patiently guide and assist them
in learning the ropes of local legislation.”

Noting that “there is no time to waste…and so much to do,” she encouraged and
at the same time challenged the members and all personnel of the SP “to once
again put the quality work and selfless service towards the achievement of the
missions, visions, and objectives of the provincial government.”
