SEC-Tarlac educates PNP personnel on smart investing, scam prevention

To strengthen financial literacy and promote investor protection among our law enforcers, the Securities and Exchange Commission (SEC)-Tarlac Extension Office conducted an Investor Education Seminar for the uniformed and non-uniformed personnel of the Philippine National Police (PNP)-Tarlac Provincial Office last July 10 at Camp Macabulos, San Vicente, Tarlac City.

Over 95 participants from different police stations across the province participated in the said seminar aimed at enhancing the financial knowledge of PNP-Tarlac personnel, empowering them to make informed investment decisions, avoid fraudulent schemes, and support the SEC’s broader campaign to promote investor protection across sectors. This initiative reflects the SEC’s continuous effort to reach out to key public service institutions that serve as trusted authorities and protectors in their communities.

The topics discussed during the session were carefully designed to build a strong foundation in investor education. Atty. Richard R. Laus, Director of the SEC-Tarlac Extension Office, provided a comprehensive overview of the SEC’s mandates and the salient features of the Revised Corporation Code and Securities Regulation Code. Meanwhile, Atty. Emerald L. Lansangan, Securities Counsel, discussed practical strategies on navigating smart and sustainable investment options, while SEC Information Officer Mark M. Catacutan delivered an engaging talk on how to spot and unmask investment scams, highlighting red flags and common tactics used by scammers.

In his message, Director Laus emphasized the importance of strengthening partnerships with law enforcement agencies in advancing financial education and investor protection. “This initiative is crucial in empowering our frontliners—not only as protectors of public safety but also as responsible and smart investors. The PNP plays a strategic role in promoting vigilance against investment scams in our communities,” he said.

On the other hand, PCOL Miguel M. Guzman, Provincial Director of PNP-Tarlac, expressed his appreciation to the SEC for the collaboration and highlighted its relevance to the duties of police officers, not only as government workers but also as members of the investing public. “We thank the SEC for this timely and relevant initiative. Financial education is a form of protection. Through this partnership, we are not only educating our personnel but also strengthening our capability to help safeguard the public from fraudulent investment activities,” PCOL Guzman stated.

The SEC continues to strengthen its investor education campaign through coordinated efforts with both public and private sectors, as part of its SEC-Communication, Advocacy and Network (SEC-CAN) initiative. By collaborating with institutions such as the PNP, the Commission aims to cultivate a financially informed, scam-proof and empowered investing public in every community.
