MALOLOS CITY—The Regional Trial Court (RTC) here denied and dismissed on Tuesday the petition for Temporary Restraining Order (TRO) filed by former Governor Roberto Pagdanganan against the provincial government and state banks.

The petition sought to stop transactions of the provincial government with Land bank of the Philippines (LBP) claiming that he is the duly elected governor of Bulacan.

Lawyer Eugene Resurreccion, head of the provincial legal office, said that Judge Danilo Manalastas of RTC Branch 7 find Pagdanganan’s petition premature and denied the application for TRO.

Resurreccion noted Manalasta’s comment saying granting the petition would paralyze the operation of the capitol.

Manalastas’ decision came a day after the Supreme Court refused to grant immediate relief sought by unseated Governor Joselito Mendoza against the decision of the Commission on Elections (Comelec) that nullified his proclamation and ordered him to vacate the office of the governor to give way to Pagdanganan.

Resurreccion said that the lower court’s decision on Pagdanganan’s petition only shows that Mendoza is still being recognized by the court as duly elected governor of Bulacan.

He said that LBP issued a certification late last week recognizing Mendoza as governor.

As this developed, Pagdanganan and his counsel, Lawyer Joey Cruz has not responded to inquiries by Punto Central Luzon

But close associates of Pagdanganan said they will file a motion for reconsideration to Manalastas’ decision.
