CLARK FREEPORT— Even if there is no confirmation yet, reports say that President Rodrigo Duterte has appointed a Kapampangan to head the Bases Conversion Development Authority (BCDA).

Vince Dizon, a Kapampangan who hails from Porac town, is now reportedly set to assume the top BCDA post after he was appointed its president and CEO replacing Atty. Arnel Paciano Casanova who was appointed by former President Aquino to the post in 2012.

A text message from Dizon himself said he was appointed by Duterte as president of BCDA and not its subsidiary the Clark Development Corp.

The BCDA, under Casanova, started drawing the master plan of the 9,450 hectare Clark Green City in 2013, which is now being promoted as the country’s first smart, disaster-resilient and green metropolis in Capas, Tarlac.

The BCDA also built the 94-kilometer SubicClark-Tarlac Expressway (SCTEx) which was acquired by the Manila North Tollways Corp. and recently merged with the North Luzon Expressway (NLEx).

Dizon was reported to support the Clark Green City project which is seen to be a catalyst for development in Central and Northern Luzon.

In its Facebook page, the BCDA quoted President Duterte to drum up support to the CGC project when he said: “If we can lease our land for military bases, why not lease an island (to investors) to create our own version of Hong Kong, Taiwan or Singapore? The jobs will come here. Going abroad must be a choice, not a necessity.”

Dizon is a relative of Sonny Dizon , owner of the Crocodile Park in Davao City where President Duterte went on stage to thank around 200,000 supporters in his victory celebration.
