MANILA — The North Luzon Railway Project, dubbed as the “Amianan Express”, prepares to redefine the region’s transportation infrastructure, a source from a foreign railway association announced today.
The Railway Consortium of Korea (RCK), a group of esteemed railway specialists and contractors from South Korea, has unveiled the Amianan Express as a “symbol of gratitude towards the Philippines for its support during the Korean War.” This transformative initiative marks a pivotal moment in bolstering connectivity and fostering economic growth in the area, as the group claimed that the railway project was spearheaded by President Ferdinand Marcos Jr. and Presidential Chief Legal Adviser Juan Ponce Enrile.
“In a gesture of solidarity, the consortium is committed to transferring advanced railway technology to the Philippines, empowering local professionals to excel in railway construction and operation management independently,” the group said.
RCK defined The Amianan Express as a high-speed, electrified, double-tracked railway system designed to connect major provinces from Clark City, Pampanga, to the Ilocos Region, Cagayan Valley, and Bulacan, enhancing efficiency and accessibility across Northern Luzon. Supported by key stakeholders such as the Asian Development Bank, Korean Exim Bank, Japan International Cooperation Industry, and other Exim Banks, the group promises that this project reflects a collaborative commitment to advancing Philippine infrastructure.
“Focusing on economic viability, speed, safety, and convenience, the Amianan Express aims to revolutionize travel for local commuters and tourists, offering unparalleled comfort and style. As the project progresses, it promises enhanced mobility, economic vitality, and food security for Northern Luzon, heralding a new era of connectivity and prosperity in the region,” the group added.
The North Luzon Railway, spanning 1,324 kilometers, will connect 12 provinces in Northern Luzon, benefiting almost 20 million Filipinos. Elevated 2 to 3 meters above the ground to prevent flooding, it includes 89 bridges, 14 tunnels, and 72 road crossings, accommodating high-speed passenger, commuter, and cargo trains. The project will create over 100,000 construction jobs and more than 10,000 operational jobs, boosting local economies and trade.
Partially operational by 2028 and fully completed by 2032, the railway will meet International Standards and South Korean Construction Standards. Stations will feature automatic ticketing, gates, and cafes. A 24-hour Control Center will manage the network, with all steel rails and components sourced from Korea. Trains will reach speeds of 180 km/h, cutting travel time from Clark to Pagudpud from 8 hours to 3 hours. The Amianan Express will offer luxurious amenities like recliner seats, cafes, and private rooms, with commuter and cargo trains also available. Constructed from rust-resistant aluminum, the coaches ensure safety, longevity, and comfort.
