No, Rene Maglanque, once assistant secretary at the Department of Transportation and Communications and former Pampanga board member, did not merely announce his bid for the 4th congressional district seat. He declared his fitness to trounce sitting Rep. Dr. Anna York Puyat Bondoc-Sagum.
Wasting not a precious second of media time, Maglanque blasted at Puyat Bondoc-Sagum before the cameras of CLTV-36, ABS-CBN-49, Infomax 8, as well as columnists and editors of Punto!, Sun-Star Pampanga, Central Luzon Daily, and Central Luzon Newsweek in Tuesday’s press conference at the Bale Capampangan in the City of San Fernando.
“We have a Kapampangan president, so we should not have uncemented roads, we should have neither flooded houses nor houses falling on rivers in the 4th district. The thing here is that our problems are not being brought to the attention of the President.”
So railed Maglanque, charging Puyat Bondoc-Sagum of failure to take advantage of the President’s being a Kapampangan to solve the problems of the 4th district.
More Scud missiles fired at the incumbent – up close and personal this time: “I am an engineer – not a doctor – but I can give greater focus on health care in the 4th district. Look at the sorry state of the district hospitals in San Luis and Macabebe, what has she done to improve them? Ah, yes, the San Luis district hospital has been repainted – from white to pink, someone’s favorite color!”
Maglanque did not have to say that Macabebe is Puyat Bondoc-Sagum’s hometown and site of her congressional district office while San Luis is the town of her husband, third-termer Mayor Jay Sagum.
Maglanque’s health platform: “Rehabilitation of the district hospitals and the construction of a “big medical center” in either San Simon or Apalit town for greater accessibility to the people of the 4th district.”
On a national scale, Maglanque would want to put to use what he learned in the bidding and procurement procedures while DOTC asec: “The government procurement system is full of holes, the need is not just to patch these up but to overhaul the whole system to restore its integrity as well as its efficiency.”
Again yet another broadside at Puyat Bondoc-Sagum: “It makes you wonder why the bidding of all CDF-funded projects in the 4th district is always won by a single contractor, one EDSA Construction company. Does this have anything to do with reports that the owner of that company is the uncle of Mayor Sagum?”

“I owe the Macapagals a lifetime loyalty. But with (GMA) not running for president anymore, I now have my option to choose whoever I think will serve the country most, and the province better.”
Just for the record: Maglanque ran for congress under the Lakas-NUCD in 2004, and as bet of the Nationalist People’s Coalition in 2007, with the Lakas-NUCD slot held by the incumbent.
His going LP this time is no spur of the moment decision, “having known Noynoy personally and dealt with him over some of his projects while I was DOTC asec.”
He has lost twice to Puyat Bondoc-Sagum. So would he do differently the third time around?
“I have learned from my mistakes. In 2004, two of us from Candaba ran and we cancelled each other out. In 2007, the incumbent won not so much for herself as for the party.”
