ANGELES CITY – “Illegally and procedurally flawed.”
Thus said yesterday Balibago Village Chief Rodelio “Tony” Mamac as he expressed apprehension that government banks could approve the P 812.6-million loan for the sports complex pushed by Mayor Francis “Blueboy” Nepomuceno.
Mamac said he had spoken with officials of the Philippine of Veterans Bank (PVB) Metro Manila and they told him the loan “has not been approved yet.”
Mamac had announced his bid to challenge Nepomuceno in the 2010 elections.
Mamac gave Punto a copy of the Development Council of Angeles City Resolution No. 6 (series of 2008) stating that P600 million had been alloted for “land acquistion and construction of sports complex (to be sourced from financial institutions.).” Nepomuceno and the majority members in the city council recently increased the budget of the sports complex to some P813 million.
Mamac said that in the council meeting in Baguio City where the resolution was approved, it was “never mentioned that they will seek a huge loan for the complex.”
Mamac disclosed that then City Administrator Ireneo “Bong” Alvaro had “merely said we are planning to build a sports complex.”
“There would have been lengthy discussion on the loan for the sports complex had it been mentioned,” said Mamac. He added that the the same meeting in Baguio “was null and void because Alvaro could not preside over the meeting.”
City Administrator Mark Allen Sison, for his part, said “we are on the second tranche already (on the loan to PVB).” He added that the first tranche had been used to “refinanced Landbank and Development Bank of the Philippines (DBP) loans of the previous Lazatin administration.”
Asked to comment about the allegations of Mamac, Sison said they have “no time for nonsense comments, we have better things to do.”
