PrimeWater operations in CSF suspended, city water district to take over

CITY OF SAN FERNANDO — The city government has suspended the authority given to PrimeWater Infrastructure Corp. to operate within the city and returned full responsibility for water service operations to the City of San Fernando Water District.

On Nov. 17, Mayor Vilma Balle-Caluag, with Vice Mayor Aurelio Brenz Gonzales, members of the sangguniang panlungsod, and the Task Force on Water Service Compliance, personally delivered copies of Executive Order CMO 2025-087 – Suspending the Business Permit of [PWIC] for Water Utility Operations and Requesting the [CSFWD] to Ensure Continuity of Water Services – to the two water bodies.

Valuag said “months of study, extensive assessment, and the voices of the Fernandinos,” led to the issuance of the suspension order grounded on the city’s regulatory authority over business operations and cited repeated performance issues, unresolved complaints, and unmet service deliverables.

The order was formally received by the PrimeWater CSFP branch head and area manager.

Caluag urged PrimeWater to “heed the call of Fernandinos” and cooperate fully on the transition of operations to CSFWD, even as she assured that the city hopes to maintain a professional and respectful relationship with the company and that a peaceful, orderly turnover is for the benefit of all.

Meanwhile, CSFWD general manager Engr. Nelson G. Lingat assured the city of their readiness to take over operations, carry out technical procedures, and stabilize water quality and pressure during the transition period. Caluag said that CSFWD has long been coordinating closely with her office to prepare for this scenario.

The mayor reiterated that the EO is a firm step to reclaiming government responsibility over a basic utility and ensuring that every household, business, and institution in San Fernando receives the water service they rightfully deserve.

She also thanked the sangguniang panlungsod and the Task Force on Water Service Compliance for their unified support in carrying out one of the most consequential actions of her administration.

Caluag urged residents to remain calm and informed as the transition progresses and assured Fernandinos that they will be continuously updated in the coming days. CSFP-CIO
