CITY OF SAN FERNANDO – A member of the minority bloc at the Porac municipal council described as “disadvantageous” the Memorandum of Agreement (MOA) entered by the local government unit with the Don Honorio Ventura Technological State University (DHVTSU) in connection with its plan of putting up an extension in the town.
In a committee en banc hearing here on Thursday, Councilor Mike Tapang said the MOA between the Porac municipal government and the DHVTSU is disadvantageous to the former “because the provisions stipulated in the MOA only covers benefits for DHVTSU and none for Porac.”
Tapang said the municipal government will provide the funding amounting to P3- million annually for incidental expenses of the planned DHVTSU extension campus.
He added that the DHVTSU “is only required to take charge of the operations and educational trainings that will be offered by the campus and to submit a liquidation report on the usage of the P3-million annual funds.”
Tapang also questioned the failure of the MOA to mention a program for scholarships.
For his part, Vice Mayor Dexter David said they “deemed urgent” the establishment of the DHVTSU-extension.
This, he added, made them approved two Ordinances authorizing Mayor Condralito De La Cruz to allot P3-million annually and enter a contract with the Development Bank of the Philippines (DBP) to utilize P20-million as stand-by funds for the school.
David said they need to create a school “for the benefit of the majority, mostly the youth.”
However, Tapang stressed that “I am not against the MOA or DHVSTU but the provisions not assuring the welfare of the people.”
Under the MOA, the Porac government will turn over the school under the control and supervision of DHVTSU and seize from giving P3-million annually after five years.
