Thus said the broad-based coalition Pinoy Gumising Ka Movement (PGKM) of the choice of Clark International Airport Corp. President-CEO Victor Jose I. Luciano as the Man of the Year by this paper.
In a statement, PGKM Chairman Ruperto L. Cruz, hailed Luciano for “bringing life into the then ‘dead’ Macapagal International Airport” with his “vision and no-nonsense determination in securing both domestic and international flights as well as cargo at the DMIA.”
“More than Luciano’s expertise as a former executive of Asiana Airlines, it is his commitment to the development of his nation that greatly contributed to all what DMIA is now,” Cruz added.
The PGKM since the establishment of the then Clark Special Economic Zone has advocated for the “full operationalization of the Clark airport” in its belief that it shall serve as “the engine for national development.”
In 2001, the PGKM led the filing of a class suit against Piatco, the developer of Terminal 3 of the Ninoy Aquino International Airport, arguing that the so-called “Piatco deal” with the government was “onerous and grossly disadvantageous to the people, especially of Centraland Northern Luzon.”
Among the provision in the Piatco deal questioned by PGKM was that which restricted the development of all other international airports until such time that Terminal 3 would attain a minimum of 10 million passengers for three consecutive years.
That provision effectively “killed” all prospects for the development of the then Clark airport.
The subsequent nullification of the Piatco deal and the designation of DMIA as premier international gateway was a vindication of the PGKM.
“It is our wish that Chichos (Luciano) be steadfast in standing firm against the taipans of Imperial Manila who have not stopped their efforts to derail the development of DMIA,” Cruz said. “He has our full support on this.”
The PGKM also enjoined the CIAC leadership “to work for the completion of the DMIA terminal before 2010.”
“The new President may not be as bullish on Clark as GMA. If the terminal is not finished by then, we may miss out on our golden moment to tap the full potential of the DMIA as the really premier international gateway of the country.
