Pampanga wins DILG award for good governance

    CITY OF SAN FERNANDO – The Department of Interior and Local Government (DILG) turned over a check worth P3 million to the provincial government here on Monday for passing the test of good governance.

    DILG provincial director Myrvi A. Fabia said Pampanga remains at the top spot in the implementation of the Bottom-Up Budgeting which is now called Assistance to Municipalities (ATM) and other locally funded projects as it stays on track to complete all projects.

    She added that this is after the LGU committed to speed up the completion and full liquidation of various projects during the Stakeholders Forum held on November 9, 2017.

    It’s the second Seal of Good Local Governance (SGLG) award for the province which it also got in 2016.

    Pampanga is one of the 448 LGUs that clinched the seal for 2017; 28 are provinces, 61 are cities, and 359 are municipalities.

    In 2016, only 306 LGUs received the SGLG including Pampanga. Fabia said the P3 million fund is the incentive award of the provincial government for passing the SGLG seal of good governance.

    “This is their performance challenge fund that will be used by the provincial government in a school,” she said.

    Fabia said it’s the choice of the provincial government on where to spend the money where they can put up a counterpart fund for the chosen project.

    Fabia said for 2017, there were six LGUs in Pampanga that were not able to make it. But she said Pampanga is the highest in Central Luzon.

    “The others do not have an appointed permanent Local Disaster Risk Reduction Management Office (LDRRMO). The others don’t have a Comprehensive Land Use Plan (CLUP),” she said.

    The Priority now is Candaba because they have no appointed LDRRMO, she said.

    In the case of San Simon, it has no CLUP while Apalit has a low percentage of the utilization of its 20 percent development fund, she added.

    “The problems are minor and can easily be solved. We can do it,” she assured.

    “Hopefully for SGLG for 2018, there will be a bigger incentive that can be won by the LGUs,” she said.
