Importantly, this circumferential road can be planned as a true multi-modal backbone by connecting directly to the North–South Commuter Railway stations in San Fernando, Angeles, and Clark, as well as to the airport rail station serving Clark International Airport under the Clark International Airport Corp. While barangay roads and existing secondary roads play an important role in local access, they were originally designed for community-level mobility rather than increasing inter-district and logistics traffic.
