ANGELES CITY – “It looks like he was misinformed.
Thus said yesterday Mayor Francis “Blueboy” Nepomuceno as he commented on the recent letter-reply of Department of Budget and Management (DBM) Sec. Rolando Andaya Jr. stating that the city government had failed to follow the procedures in submitting the 2008 annual budget amounting to some P990 million.
Nepomuceno, in a radio interview over DWRW, stressed that they had followed the procedures in submitting the annual budget for last year.
He said they submitted the budget without the signature of Vice Mayor Vicky Vega-Cabigting because “she was not around.”
“Oo nga, eh wala naman yung presiding officer nung time na yun eh paano natin ipapapirma sa kanya,” said Nepomuceno.
But Cabigting vehemently denied the claim of the mayor that Andaya had been misinformed. She added that they had submitted “all the necessary documents to justify their allegations.”
“That’s why it took Andaya ten months before he decided on it. He studied all the papers to be able to come up with a fair decision,” said Cabigting.
Cabigting said Nepomuceno should have realized that he had not followed the law and he should be liable for it.
Nepomuceno said they transmitted the budget to the DBM regional office for review. He added that the DBM-Region III had approved their budget.
But under the law, the secretary of the city council is tasked to submit the budget with his or her attestation. It added that the vice mayor or presiding officer should have signed the budget.
Nepomuceno, for his part, said there was “internal problem” when they submitted the budget, adding that the DBM accepted the “justification” of their office.
“Tinanggap naman po ng DBM ang justification natin. Wala namang nakitang mali ang ating mga abogado,” said Nepomuceno. “Saka lumabas ang desisyon December 2008 (DBM main office) na, nagastos na iyong budget.”
