ANGELES CITY– The Armed Forces Northern Luzon Command (Nolcom) said yesterday the New People’s Army (NPA) suffered a major setback during its 40th founding anniversary last March 29 with the capture of its top leader in Pampanga.

Nolcom identified the NPA leader as Jose Jackson Labrador Carmen alias Roman, 33, single, and resident of Mayantoc, Tarlac and allegedly the head of Sangay sa Partido sa Platoon Pampanga (SPP Pampanga) of the NPA.

Carmen was captured at a fast food chain beside the Victory Liner terminal along Rizal Avenue, Caloocan City by joint elements from the 703rd Infantry Brigade and 3rd Infantry Battalion led by 1st Lt. Andy Galacio, the Criminal Investigation and Detection Group from Region 3 and the Northern Police District.

“The troops attributed the successful operation to the information provided by concerned civilians who wanted to put an end to crimes perpetrated by the NPAs not only in Central Luzon but all over the country,” Nolcom said.

It said that Carmen has standing warrants of arrest for attempted homicide in Porac, Pampanga, arson in Guagua, Pampanga and murder in the City of San Fernando, also in Pampanga.

Nolcom chief Lt. Gen. Isagani Cachuela commended all the troops involved in the capture of the NPA leader. He lauded the three Army brigades for their “intensified operations since last year, in partnership with the different stakeholders of the society against insurgency”.
