This, even as Angeles police director Senior Supt. Eden Ugale urged Arcenas’ girlfriend Angela Dychioco, who had admitted helping Arcenas bury Dee’s body, to disclose to the police all she knew about the crime.
“Her revelations would not only provide an airtight case against Arcenas, but also might qualify her as star witness that would exempt her from prosecution,” Ugale said.
He said Angela voluntarily went to Camp Crame the other day to make more disclosures, after she submitted to local probers here a prepared statement that admitted she had helped Arcenas bury the body in the yard of her mother’s house in Sta. Maria subdivision in this city.
The statement did not directly say Arcenas had killed Dee.
Ugale said Angela went to Camp Crame last Wednesday but that he has not been informed about development on this.
He also said that probers have not filed any case yet against Arcenas “because we want to make sure we have enough evidence so that our efforts to pin down the suspect would not just go to waste.”
Meanwhile, Mayor Edgardo Pamintuan justified his offer of P100,000 to anyone who could provide information on the whereabouts of Arcenas, despite the lack of official charges against the suspect. Pamintuan, who is a lawyer, said an arrest warrant was not necessary to back his reward offer, as the intent would merely to locate Arcenas to make sure he could readily be located in case he has to be arrested.
Arcenas is on a four-year probation as convict in an attempted homicide committed in 1997.
Records indicated he was convicted 14 years later on July 5, 2011 by Pampanga Municipal Trial Court (MTC) 3 Judge Gemma Theresa Logronio.
Arcenas, son and of namesake Fidel Arcenas Sr. who is the chief operating officer of the Tourism Infrastructure and Enterprise Zone Authority (TIEZA), was charged with attempted homicide on April 30, 1997 under Criminal Case No. 97-814.
The case involved one Anne Manaloto, younger sister of the younger Arcenas’ girlfriend at that time. He was accused of mauling Anne inside his vehicle after she fended off his sexual advances, records said.
