Metro Pacific Tollways Corporation (MPTC), through its subsidiary NLEX Corporation, is reinforcing its commitment to flood mitigation by actively supporting the government’s ‘Oplan Kontra Baha.’
Launched by President Ferdinand R. Marcos Jr. in November 2025, Oplan Kontra Baha is a nationwide program aimed at reducing flooding in Metro Manila and other flood-prone areas. The initiative focuses on clearing waterways to improve water flow and protect vulnerable communities, particularly during the typhoon season.
In Manila, NLEX has started the clearing and cleaning operations of four waterways—Maligaya Creek, Estero de Tutuban, Estero de Sampaloc, and Estero de Valencia—with operations targeted for completion before the rainy season.
The program is a collaborative effort with the Department of Public Works and Highways (DPWH), Metropolitan Manila Development Authority (MMDA), Department of Transportation (DOTr), Toll Regulatory Board (TRB), the Department of Environment and Natural Resources (DENR), and the City of Manila LGU.
Outside Manila, NLEX began cleaning waterways in Valenzuela and Meycauayan in August 2025, deploying personnel, amphibious backhoes, barges, and dump trucks to haul over 500 truckloads of trash and debris. Since the launch of Oplan Kontra Baha, NLEX has also been tasked with clearing three more sites in Valenzuela, seven in Caloocan, and four in Manila, covering over 16,000 linear meters of waterways. Almost 200 personnel are mobilized to access and remove debris from narrow, hard-to-reach areas.
NLEX President and General Manager Luis S. Reñon emphasized the value of collaboration:
