Nanay: Guiao to focus on investments, infra

    CLARK FREEPORT – Governor-elect Lilia Pineda said here she is giving reelected Vice Gov. Joseller “Yeng” Guiao a significant role in her coming administration.

    This amid plans to raise more funds for projects for the poor by selling Mt. Pinatubo lahar sand abroad, as well as tocino, longganiza and other local products initially to Chinese consumers in Hunan province in China.

    Pineda said she will zero in on education, health, agriculture and social and other similar services while Guiao will concentrate on investments and infrastructure. 

    In a press conference here, Guiao said the Pineda administration will promote the sale of lahar sand abroad. He said that many industrialized countries import their sand from countries such as Vietnam even as local sand, ejected by Mt. Pinatubo during its 1991 eruption, is even of higher quality.

    He said that the Pineda administration will also find a community business technology center to provide livelihood training, financing, and marketing assistance to various groups.
     

    Negotiations will be made for a sisterhood arrangement with officials of Hunan province in China which can serve as market for local products such as longganiza and tocino, he added.

    Pineda and Guiao also vowed to fight graft and corruption in local infrastructure and other projects by continuing to enforce the “No SOP” policy initiated by outgoing Gov. Eddie Panlilio.

    SOP refers to “grease money” paid over transactions between government and private sector.

    Guiao also said to even outdo Panlilio’s performance in lahar sand quarry operations which now yields  an income of P200 million per year for the provincial government.

    In a press conference, Pineda said she will issue on her first day at work on July 1 an executive order adopting a development and legislative framework presented to her and Guiao by the Pampanga Chamber of Commerce and Industry (PamCham) here the other day.

    She also said that in her first week as governor, she would also visit all 10 district hospitals in her bid to upgrade their facilities and make them more accessible to the poor. She lamented the poor state of these hospitals.

    Pineda and Guiao ran under the Lakas-Kampi-CMD party in the last polls, although the vice governor openly admitted he supported the presidential bid of incoming president Sen. Benigno “Noynoy” Aquino whose family had been close to his late father, former Pampanga Gov. Bren Z. Guiao.

    In her speech before top Pampanga businessmen who attended their 30th general workshop and meeting here last Thursday, Pineda also vowed to improve the peace and order situation in her province, noting that this has been also a major concern of the business sector in her province.

    “The provincial government has P20 million intelligence fund, and I intend to use the entire fund for operations to improve peace and order in our province,” Pineda said.

    Pineda lamented that most or about P815 million go to personnel and other mandatory administrative expenses, leaving the provincial government with only about P600-million budget for its projects yearly, including the estimated P200-million income from quarrying.

    She appealed to local businessmen to help her administration implement projects for the poor amid this scenario.

    Guiao said he and Pineda will work for the transfer of the Paskuhan theme park in San Fernando and the Arayat Park in Arayat to the jurisdiction of the provincial government as he noted neglect of the areas. The Paskuhan is under the Philippine Tourism Authority which Arayat park is under the Department of Budget and Management.
