    Silverio’s son declared nuisance candidate

    SAN RAFAEL, Bulacan—The Commission on Elections (Comelec) second division declared on Wednesday the son and namesake of Mayor Ricardo C. Silverio Sr., of this town as a nuisance candidate.

    In a six page resolution signed by Commissioners Nicodemo Ferrer, Elias Yusoph, and Lucenito Tagle, the certificate of candidacy (COC) of businessman Ricardo S. Silverio Jr., was cancelled and his name was ordered stricken out of the list of official candidates for the May automated polls.

    The younger Silverio filed his COC under the Partido ng Masang Pilipino (PMP) for the third congressional district of Bulacan where his father and namesake is also running under the Lakas-Kampi-CMD party.

    The resolution came after the older Silverio filed a petition before the Comelec to declare his son and namesake as nuisance candidate and cancel his COC saying it will only confuse local voters.

    Mayor Silverio also said that his son who is fondly called as Ricky failed to establish the minimum residency requirement, and has no political machinery to launch a district wide campaign.

    He added that his son Ricky is running because of vengeance, and failed to vote in the 2004 and 2007 elections that resulted in the ruling of the San Rafael Municipal Trial Court to exclude the younger Silverio’s name in the list of voters last December 3.

    The Silverio’s figured in a controversy early last year when Ricky filed charges against his father who prevented him from entering one of their properties in Metro Manila.

    For his part, Ricky admitted that he is using the place in 26-D Makati Tuscany Condominium located at 6751 Ayala Avenue, Makati City as his postal and residence address in Metro Manila.

    He stressed that this does not mean that he had already abandoned San Rafael town as his residence of domicile.

    He also admitted that he cannot stay most of the time in San Rafael because of his business.

    But the Comelec’s second division thinks otherwise, and granted the older Silverio’s petition.

    In their resolution, the second division said that Ricky’s residence in San Rafael town is actually owned by her aunt, Erlinda Silverio-Tutay.

    Earlier, Mayor Silverio said that Ricky is running only due to the prodding of his opponents, including incumbent Governor Joselito Mendoza who is running for congressman in the third congressional district of Bulacan.

    However, Mendoza’s camp denied the older Silverio’s allegations saying they haven’t met Ricky even once.

    Mendoza was born in Bocaue town and was elected chairman of Barangay Duhat in the said town in 2001 barangay elections.

    He was elected as governor in the 2007 elections and established a residence in Barangay Tartaro, San Miguel town.

    Mendoza’s voter’s registration was transferred in Barangay Tartaro in March last year as preparation for his candidacy against Mayor Silverio who has served as congressman of the third district of Bulacan from 1992 to 2001.
