CITY OF SAN FERNANDO – Hospital-detained former President, now Pampanga 2nd District Rep. Gloria Macapagal- Arroyo filed yesterday her certificate of candidacy (COC) for re-election to a third and final term.

Her eldest son, Mikey Arroyo, who had once occupied her congressional post, filed the COC in her behalf at the Commission on Elections (COC) provincial office here.

Mrs. Arroyo has been under hospital arrest at the Veterans Memorial Medical Center in Quzon City in connection with graft charges against her Philippine Charity Sweepstakes Office, although the United Nations recently ruled that her detention “is arbitrary under each and all of the three categories of arbitrariness recognized by the UN Working Group.”

She is running under the banner of the Lakas-Christian Muslim Democrats (Lakas-CMD) ‘s which nominated her for a third and last term as congresswoman representing Pampanga’s second district.

Arroyo won by landslide in the 2013 elections against Liberal Party’s candidate Adonis Simpao. As of yesterday, no confirmation could be obtained immediately from the Comelec on whether any other candidate had filed COC challenging her in next year’s polls.

There have been reports that Mrs. Arroyo had told party members to support presidentiable Vice Pres. Jejomar Binay in the latter’s sorties to their areas, but no one from her camp could be immediately contacted on this.

Mrs. Arroyo is noted to have been among those who have filed the most number of bills in the House, authoring 257 measures, according to records of the House Secretariat.

The report covered July, 2013 to July 2015.
