ANGELES CITY – Mayor Francis “Blueboy” Nepomuceno has deplored the botched black propaganda being waged by shadowy figures.
This after some 150,000 “poison letters” that intend to destroy the reputation of Nepomuceno had been seized at the Angeles City Post Office on Monday. Post Office officials noted that some P1.5 million had been spent for the dubious letters intended to all residents of Angeles City.
In a meeting with Pampanga-based media on Tuesday at the Shanghai Restaurant, Nepomuceno said that his political nemesis are now resorting to black propaganda because they have a poor showing in the electorate.
The City Government was alerted of the boxes of letters which has no return addresses. A tipster revealed that the letters contained black propaganda materials against the mayor.
Nepomuceno has asked Regional Director Love Joy M. Matias of the Philippine Postal Corporation in Region III to stop the delivery of the “poison letters.”
In a letter to Matias, Nepomuceno indicated that “in accordance with Sec. 397 (h) of the Philippine Postal Manual, the mentioned letters are classified as unmailable matter. Thus, Section 398 of the same manual absolutely prohibits the deposit in or carrying by mails of the Philippines, or delivery to the addressee by any other officer or employee of the Bureau of Posts the aforesaid letters.”
It also noted that “it shall likewise be unlawful to publish, print or distribute said campaign materials unless they bear, and are identified by, the reasonably legible, or audible words “political advertisement paid by,” followed by the true and correct name and address of the payor.”
Nepomuceno said that “the mastermind of this black propaganda is unwittingly utilizing the services of the Post Office which is a government entity for the accomplishment of these illegal acts and advancement of their personal interests. The Post Office is being made a tool for the furtherance of these shameful and bastardly acts.”
“This obviously are black propagandas intended to mislead the people of Angeles in order not to vote for me in the upcoming elections and which for all intents and purposes are violations of existing laws and regulations specifically our election laws,” said Nepomuceno.
“Nais po naming itaas ang antas ng eleksiyon dito sa Angeles City,” according to Nepomuceno.
He said all the charges in the black propaganda had already been answered in various interviews.
The two letters were attributed to the Nagkakaisang Mamamayan ng Angeles (NMAC) and the Concerned Citizens of Angeles City (CCAC).
