MAGALANG, Pamp. – The sangguniang bayan (SB) here is set to vote today (April 15) on the appointee of Mayor Romulo “Romy” Pecson for municipal civil registrar (MCR), even as a councillor expressed doubts on the integrity of the candidate.
At the special committee on appointments hearing yesterday, Councilor Elizabeth Gonzales said she will not concur with the appointment of Lucia De Leon as MCR.
Gonzales said there were doubts on the college degree of De Leon and the case filed against her last year for allegedly being instrumental in the falsification of a birth certificate of a certain Noel Mercado of Barangay Escaler here.
Gonzales stressed that she has nothing personal against De Leon but “merely wants to follow the process.”
But Pecson, in a letter to the SB dated April 6, said De Leon was issued a Commission on Higher Education (CHED) Special Order Number — 50-001003-370 — attesting that she had finished a AB Political Science at the Harvardian Colleges last 2009.
Ryan Miranda, senior administrative officer III, said Mercado had retracted his complaint against De Leon in an affidavit of desistance last January 24. He filed the complaint against De Leon in August of last year.
“It was a voluntary dismissal on the part of Mercado,” said Miranda.
At the hearing, Mercado said he had signed the affidavit clearing De Leon of his charges against her.
Vice Mayor Renato Bartolome, for his part, said the appointment of De Leon should have been acted within 15 days after Pecson asked for his appointment to the SB last January 4.
Bartolome said “it’s almost 100 days and how can Gonzales say we are railroading it.”
The vice mayor said they had been bombarded of complaints of residents who need the services of MCR.
De Leon, as acting MCR chief, could not act on documents with errors.
