LOCAL REGISTER OF DEEDS:
    New system requires encoding in main office

    ANGELES CITY – The register of deeds (RD) here said the new computerized system of local RD offices in the country required them to endorse the registry to the Land Registration Authority (LRA) in Quezon City, delaying the process for at least three months.  

    “The registry required that all cases of subdivision and consolidation of titles (resulting in the issuance of individual titles for each subdivided/consolidated lot) have to be endorsed to the LRA because the registry has no database of lot computations and surveys in its system.  Thus, all approval of title issuance concerning approved surveys have to be endorsed and encoded in the computerized system of the LRA since said office has a complete database of this system, not available in the registry level,” said Atty. Ian Maniquis, head of the RD in this city, in a statement.   

    “As a result, all transactions of this nature nationwide have to pass through the LRA for approval. Such scheme was adapted by the LRA in order to secure the integrity of the torrens system of registration,” Maniquis said.

    He added that the said approval may take two to three months considering the bulk of the workload submitted to the main office by all the registries nationwide.

    Asked on the delay in the issuance of certified copies and regular transfer transactions that do not need the approval of survey plans, Maniquis said that such certified copies of documents under the computerized system usually take five days to process and regular transfer of at least 20 days. 

    He admitted that these transactions can be completed in one to three days under the former manual operations of the registry.

    Maniquis asked for understanding from the public on the delay because his registry is still adjusting to the computerized system. 

    “Once fully operational and with adequate staff knowledgeable on the system, we foresee to surpass the fastest processing under the manual operation,” he said.

    Last Monday, Lazatin visited the registry in Angeles City to be informed of the reasons for the delay and to know the explanation of the registry on the matter. 

    He informed Maniquis that he has been receiving lots of complaints from his constituents about the delay in the process. The congressman signified his intention to fully investigate the matter in congress.

    Meanwhile, the Registry of Deeds of Pampanga, located in the City of San Fernando is also experiencing the same problem of delay in the issuance of titles pursuant to an approved subdivision plan.

    Atty. Lorna S. Dee, the deeds registrar, is in favor of delegating to the registry the task of computerized plotting of the approved plans, instead of them being asked to submit for approval to the central office. 

    However, she said that the LRA must have its own good and valid reasons for centralizing the approval of transactions of this nature and “believes that once the computerized system is in full operation, the tasks would soon be devolved on the registries to give not only an efficient, reliable and secure system, but also fast and affordable service.”
