Let Smart post adverts, village chief asks mayor

    ANGELES CITY – Citing the need to enhance government revenues, a village chief here urged the city government to allow Smart Communications put up their advertorial streamers in Barangay Salapungan and nearby areas.

    Salapungan Village Chief Robert Yeen said “legal incomes coming from taxes should be maximized in these challenging times.” He added that these taxes could be converted into vital basic services to the people.

    Yeen initiated the passing of barangay resolution on April 11 “urging the city government to issue permit to Smart Communications for the posting of their tarpaulins along MacArthur Highway, within the territorial jurisdiction of Salapungan, in conjunction with the mandated constitutional economic provisions of promoting free enterprise, fair business competition and enhancement of government revenue generation.”    

    The two-term village chief disclosed that at least P8,000 monthly taxes could be collected from the streamers of Smart in their village. In 2003, the Salapungan council passed an ordinance requiring a P200 fee per month for one poster.

    “In addition to that, Smart will also pay to the city government for its streamers and posters,” said Yeen.

    “It has come to the attention of this august body that the exclusivity of Globe Telecom to post tarpaulins along Mc Arthur Highway, Angeles City, has lapsed on March 31, 2009,” said Resolution 007 sponsored by village councilors Alberto Romulo, Erna Bagang and Rene Quiambao. 

    “Smart is a reputable company which is one of the top taxpayers in the country and owned by a patriotic, philanthropic, and world-class Kapampangan entrepreneur in the person of Manny V.  Pangilinan,” it added.

    In the same resolution, they cited that the granting of permit to Smart is mandated by constitutional economic programs of promoting free enterprise, fair business competition and enhancement of government revenue generation.

    Punto yesterday tried but failed to contact City Administrator Mark Allen Sison for his comments.
