Leadership and Service Recognized: Angeles City Government Congratulates Enginner Arnold Ocampo on DPWH Centtral Luzon Appointment

ANGELES CITY, Pampanga — The Angeles City Government, under the leadership of Mayor Carmelo “Jon” B. Lazatin II, formally congratulates Engineer Arnold R. Ocampo on his appointment as Regional Director of the Department of Public Works and Highways (DPWH) for Central Luzon. The city recognizes his sustained record of excellence, technical competence, and consistent high-level performance in public infrastructure administration, particularly as District Engineer of DPWH Pampanga 3rd District Engineering Office, which covers the First District of Pampanga, including Angeles City, Mabalacat City, and Magalang.

Under Engr. Under Ocampo’s leadership, the Pampanga 3rd DEO successfully implemented priority infrastructure projects in the First District of Pampanga. Key accomplishments include the construction of a four-storey, 12-classroom building at Amsic Integrated School, additional classrooms at EPZA Resettlement Elementary School, Mining Elementary School, and Angeles City National High School. The district also completed road and bridge rehabilitation, flood control and slope protection works, establishment of Child Development Centers, and installation of computer laboratories in public schools. All projects were implemented following DPWH planning, budgeting, and technical evaluation standards, ensuring that allocations are executed based on project readiness, priority, and technical compliance, with regular monitoring at both regional and national levels.

Pampanga 3rd DEO has also demonstrated outstanding performance in financial management and project implementation, earning recognition both nationally and regionally. Recent national achievements include ranking Top 1 nationwide in Disbursement Rate – Current Year as of May 31, 2025 (59.54%) and April 30, 2025 (57.53%), Top 2 nationwide in Disbursement Rate – Current Year as of March 31, 2025 (41.26%), Top 8 nationwide in Disbursement Rate – Prior Years as of May 31, 2025 (82.98%), Top 9 nationwide in Disbursement Rate – Prior Years as of April 30, 2025 (70.84%), Top 4 nationwide in Disbursement Rate – Prior Years as of March 31, 2025 (70.11%), and Top 2 nationwide in Disbursement Rate – Prior Years as of February 28, 2025 (55.54%). The district also achieved Top 2 nationwide in Absorptive Capacity as of April 30, 2025 (91.93%), and was recognized as a Top Performing Implementing Office for FY 2024, ranking 6th nationwide with 68.21% accomplishment. These achievements underscore the office’s efficiency, accountability, and ability to deliver infrastructure projects effectively.

Regionally, Pampanga 3rd DEO maintained consistent excellence in Region III. The district secured Top 1–2 placements in Disbursement Rate – Current Year, including June 2025 (Rank 1 – 65.65%), July 2024 (Rank 1 – 72.28%), March–July 2024, and September–November 2023 (September 30 – Rank 2, 78.48%; October 31 – Rank 2, 79.45%; November 30 – Rank 2, 82.91%). It also achieved Top 1–2 rankings in Absorptive Capacity, including June 2025 (Rank 2 – 95.01%), April 30, 2024 (Rank 1 – 92.59%), May 31, 2024 (Rank 2 – 93.77%), and June 30, 2024 (Rank 4 – 94.61%). Additionally, the office earned Top 1–5 placements in Disbursement Rate – Prior Years from April to June 2025, further demonstrating strong adherence to DPWH standards, effective project planning, and close coordination with local government units.

The combination of infrastructure accomplishments, regional and national rankings, and strict compliance with DPWH protocols underscores Pampanga 3rd DEO’s commitment to  strong financial management, high absorptive capacity, adherence to DPWH technical standards, effective project planning, and close coordination with local government units, demonstrating the office’s consistent ability to deliver infrastructure projects efficiently and effectively. With Engr. Ocampo now leading DPWH operations in Central Luzon, the Angeles City Government expressed confidence that his proven experience in managing high-performing offices will continue to ensure efficient, transparent, and results-oriented delivery of infrastructure services throughout the region.
