Irrigation agency reshuffles managers

CABANATUAN CITY – Several key officials of the Upper Pampanga River Integrated Irrigation System
have been re-assigned to different posts in a move that irrigation officials described as “balancing up” of strengths.

Engr. Rosalinda B. Bote, UPRIIS department manager, said Monday the series of reshuffle of some division managers aims to compliment further enhanced service to farmers.

“Para ma-strengthen yung weaknesses ng mga office na pupuntahan nila at yung mga strength naman ay i-sustain,” said Bote who presided over the turnover of leadership among managers recently.

Pursuant to separate office memoranda, Engr. Jose Ariel G. Domingo was designated  division manager of Interim Division VI;  Engr. Elenita L. Toquero, acting Division III manager of Division III; Engr. Leonardo F. Ramos, Division V manager; Engr. Wilfredo A. Balauro, Division IV manager of Division IV; Engr. Roel L. Vegiga was transferred to the Office of the Deputy Administrator for Engineering and Operations in NIA Central Office.

“‘Yung galing ng isa, magagamit ng iba, ‘yung kahinaan ng isa ay mapapalakas ng isa. Magkakaroon ng balanse,” said Evelyn T. Santos of the Office of the Resident Auditor.

Bote acknowledged the “unprecedented performance” of the officials, thus: “UPRIIS is now given the challenge to sustain or to strengthen with new areas of responsibility. I hope that UPRIIS will remain the same, working as a team in the achievement of a common goal for NIA and in the service of our partner-farmers.NIA Administrator Ricardo R. Visaya, who served as keynote speaker via pre-recorded video during the turnover ceremonies sought everyone’s support to their respective manager to bring their office to greater heights. 

 “Wala tayong ibang hinahangad diyan kundi always to improve our organization. It’s actually part of my four-point agenda in leading NIA,” Visaya said. 

“Sabi ko palagi, kailangan ng kooperasyon ng bawat isa para ma-attain natin ang ating misyon. We should work hand-in-hand as a team if we want our irrigation projects to be accomplished on time and much better, ahead of it,” he added.

Visaya also encouraged the division managers to open their lines of communications with all the employees under them, inspire them by working closely with them, accept and consider the recommendations if warranted.“Sabi ko nga palagi, You always listen, listen to your men,” he told them like what he does in the Central Office. 

NIA-UPPRIIS which operates Pantabangan Dam, among others, distributes irrigation to some 141,000 hectares of rice fields in Nueva Ecija and portions of Bulacan, Pampanga, and Tarlac.
