The scandal presently rocking Pampanga Board Member Johnny “JQ” Quiambao is left unanswered by his prolonged leave of absence.
Since the 16-year old pregnant girl accused him of statutory rape last week, nothing is heard from BM “JQ”, who was then in China, and now said to be in Canada. In the meantime, the Bacolor Town Councilor implicated by the complainant as the person who introduced her to BM “JQ” sent a press release to explain his side on the matter.
He admitted that he was the one who introduced the minor to BM “JQ”, as he used to do with his constituents who needed housing and scholarship funds.
“When we met Board Member JQ in a restaurant in Angeles City, the girl’s request for construction materials and educational assistance was the center of our discussion which lasted for more than an hour, after which, we came back home in Bacolor.”
If this is part of the official duties of the Board Member, I just wonder why the girl had to meet with them in a restaurant in Angeles City rather than in the capitol where BM “JQ” has his office?
“Naniniwala ako na ang pagtulong ay hindi namimili ng kasarian at edad.”
I cannot really fathom why this has to be emphasized. It is supposed to be the rule rather than the exception. If ever, this statement implied that the Councilor knew in the first place that the girl is a minor, which may be prejudicial to whatever defense BM “JQ” might have on the case.
“After a week, I received a call from Board Member JQ, telling me that the complainant and her friend were requesting him to treat them for a swimming in Subic as their birthdays draw near or a sort of advance birthday celebration. Upon their invitation, I opted to join them. This transpired way back in October (last year). From Subic we proceeded to the Tigtigan Terakan in Angeles City.”
The councilor described in his letter that the girl is very poor, lives in a shanty and would like to continue her studies. He even stated that the girl needed “sawali” to fix their decrepit “shanty” (a crude shack).
Is this the kind of girl who needed an “advance birthday celebration” in Subic and at the Tigtigan Terakan in Angeles City? How much money did they spend partying in Subic and in Angeles City?
I guess this money would be sufficient to send the girl to school and buy her a sawali. Or at least, as a public official, the councilor should’ve told the girl and BM “JQ” that it was inappropriate to accept the invitation.
And besides, it is inappropriate for BM “JQ” and the councilor to be seen with a minor and her friend in a private swimming party, as well as in Tigtigan Terakan where beer and alcohol are expected to be copious, specifically that they lasted until 2 A.M. Where are the parents of this minor and why are they allowing their daughter to be there at such godly hour?
Whoever advised the good councilor of the press statement should rethink his position. It was indeed ill advised. The way it was written reflected more flaws and solicited more questions. It did not enlighten and free the councilor from any wrongdoing (on administrative and official aspect at this moment). It pinned him down.
